Consent Item:               #23 – Pulled for discussion by Supervisor Vogel.  Interim Airport Director Steve Hicks explained the Temporary Employment Contract and specific duties that would be assigned to the Airport Deputy Director.  County Administrator Manuel Lopez also commented on this matter.

       PRESENTATIONS

9:00 a.m. - Recognition of Alvaro "Yaqui" Lopez, Recently Inducted into the World Boxing    Hall of Fame.  On behalf of the Board, Supervisor Gutierrez presented a plaque to  Mr. Lopez.  Mr. Lopez addressed the Board and expressed his appreciation for their recognition of him.

DISCUSSION - PUBLIC WORKS

1.                  pw - Resolution Authorizing the Execution and Delivery of Certificates of Participation with Respect to the County Service Area No. 31 (Flag City) Wastewater Conveyance Project and Approving Related Documents. (4/5ths Vote Required) (4th District)                Public Works Chief Deputy Director Tom Gau gave the staff report on this matter.  Assistant County Administrator Rosa Lee and Woody Alspaugh also addressed the Board on this matter.  Approved Staff Recommendation.  Gutierrez/Vogel/5               R-07-659

COMMUNICATIONS

bos - Receive and Refer all Board Communications this date as Outlined on the Communications Distribution Listing.    There were no Board communications.

PUBLIC COMMENT

Woody Alspaugh addressed the Board regarding the District Attorney’s Office and the County’s website.

Cary Martin informed the Board that the Behavioral Health Board had toured the jail.  He referred to an article in The Record regarding the County Jail.  Mr. Martin informed the Board of the Methamphetamine Project as part of the overall Central Valley Partnership made up of eight counties from San Joaquin County to Kern County, and HR 1593, The Second Chance Act.  Supervisor Ruhstaller suggested that perhaps in January or February of 2008 a report could be made to the Board by the Behavioral Health Board. 

ToCan Nguyen addressed the Board on various matters.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez stated that he concurred with comments made by Cary Martin and Supervisor Ruhstaller regarding the combining of the Substance Abuse and Behavioral Health programs.  Supervisor Gutierrez reported on the Stagg Youth Component pilot project.  He is planning to bring back a written report to the Board. 

Supervisor Vogel stated that he is very supportive of Supervisor Gutierrez and wants to hear more about the Stagg Youth Component pilot project.  He also informed the Board that with respect to the Armstrong corridor, the City of Lodi is very receptive to meeting with county staff for discussions.

Board of Supervisors Questions and Comments (continued)   

Chairman Mow stated that he hopes staff is involved with committee reports to the Board.  He said that it would be equally important to hear from Behavioral Health Director Vic Singh as well as Cary Martin.  Chairman Mow further stated that he would like to have a Hospital Ad Hoc Committee comprised of himself and one other Board Member to work with the Health Care Services Director Ken Cohen and the Camden Group.     

Supervisor Ruhstaller commented that the Behavioral Health Board is state-mandated and they are to report directly to the Board of Supervisors according to their charter.  Behavioral Health Director Vic Singh attends all of their meetings.  Supervisor Ruhstaller said that he would be happy to serve on the Hospital Ad Hoc Committee but would defer to Supervisor Gutierrez if he wanted to serve.  Supervisor Gutierrez suggested that either Supervisor Vogel or Supervisor Ornellas serve on this committee.   

Clerk of the Board Lois Sahyoun distributed to Board Members, the County Administrator and County Counsel the 2nd Edition of the California Clerks of the Board of Supervisors cookbook that were available at the recent CSAC Conference held in Oakland, California.  Each of the Board Members had contributed recipes for the cookbook.
