PRESENTATIONS

9:00 a.m. - bos - Proclamation Proclaiming October 26, 2007 as "Homeless Veterans Standown Day" in San Joaquin County.  Supervisor Ornellas presented the proclamation to Judge Barbara Kronlund and thanked her for coordinating and being the founder of the event.   Supervisor Ornellas also thanked his Legislative Assistant Scott Tyrrell.  Judge Kronlund addressed the Board.

9:00 a.m. - bos - Proclamation Proclaiming October 22-26, 2007 as "Human Services Professionals Week" in San Joaquin County.  Chairman Mow presented the proclamation to Donna Cobb, President of New Path.  Ms. Cobb addressed the Board.

9:00 a.m - bos - Proclamation in Recognition of the First Annual Public Art Exhibit Entitled "Annual Day of Dead-Celebration of De La Vida" for the Week of October 26--November 11, 2007 in San Joaquin County.  Supervisor Gutierrez presented the proclamation to Rita Vasquez and Michael Payan.

9:00 a.m. - bos - Recognition of Barry Rondinella, Airport Director.  On behalf of the Board, Chairman Mow presented Mr. Rondinella with a plaque recognizing his service to the County.  Mr. Rondinella addressed the Board.  He announced that a $400,000 Department of Transportation Small Community Air Service Development grant had been awarded to San Joaquin County. 

9:00 a.m. - bos - Recognition of San Joaquin General Hospital in Commemoration of 150 Years of Continued Comprehensive Health Care to the People of San Joaquin County.  On behalf of the Board, Chairman Mow presented a plaque commemorating this special event.  Dr. Lawrence Frank addressed the Board.

DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Appointment of Interim Airport Director. Manuel Lopez, County Administrator, briefed the Board on this matter.  Approved Staff Recommendation to appoint Steven Hicks as the Interim Airport Director. Gutierrez/Vogel/5  B-07-1084

2.                  cdd - Report on the Armstrong Road Agricultural/Cluster Zoning Classification.                                          (4th District)  Community Development Director Kerry Sullivan gave an oral presentation on this matter. Tom Orvis, Program Director of the San Joaquin Farm Bureau Federaton,  Pat Stocker, Randy Hatch, Community Development Director for the City of Lodi, and several other property owners addressed the Board.  Supervisor Vogel made a motion that the Community Development Department bring back another report to the Board addressing all of the questions asked by Board Members.  The Board can determine at that time as to whether or not they want this item to be part of the General Plan update or as separate effort or at all.   Vogel/Ornellas/5

PUBLIC COMMENT

ToCan Nguyen addressed the Board on various matters.

Tom Orvis of the San Joaquin Farm Bureau Federation addressed Board thanked the Board for their support of the Ag Venture Program and reminded them of the event at the Manteca School of Farm scheduled for October 24 and October 25.  Mr. Orvis also informed the Board of the Agriculture Hall of Fame dinner on the evening of October 25 at the Civic Auditorium.  Lastly, Mr. Orvis informed the Board of a scheduled tour on October 31 of the recycling business in Stockton that is being recognized for their state of the art methods.  

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Chairman Mow commented on the bones that were discovered at the construction site of the new administration building.

12:10 p.m. – County Counsel David Wooten announced that there was no need for Closed Session and that the Board would be in recess until 1:30p.m.

1:30 p.m. - cdd - Public Hearing Regarding the Appeal by Towers Real Estate Services (c/o Roger Towers) of the Planning Commission's Approval of Quarry Excavation Application No. PA-0500847 and Environmental Impact Report No. PA-0600028 of Triangle Properties Inc. (c/o Teichert Aggregates Inc.).
