9:00 a.m. -       bos - Oral Presentation by Wil Ridder, Council of Governments Regional Planner, Regarding Ramp Metering and High Occupancy Vehicle Lane Study.  Mr. Ridder and William Loudon, Principal of DKS Associates Transportation Solutions, addressed the Board on the San Joaquin ramp metering and high occupancy vehicle lane study.

PUBLIC COMMENT

ToCan Nguyen addressed the Board.

John Seay and Alice Flores expressed their concerns regarding problems at the Northeast Community Center.  Supervisor Gutierrez suggested that Mr. Seays put his concerns in writing and send it to him.  Supervisor Gutierrez stated that he is aware of these concerns and noted that staff has been looking into this matter.

Additionally, Supervisor Gutierrez said that he had previously mentioned to the Clerk of the Board and County Counsel that Advisory Board Members need to go through a refresher or mandatory training course as to what their roles and responsibilities are as Advisory Board Members.  He noted the Clerk of the Board is working on this matter.

Daniel Hutchins of Acampo addressed the Board regarding the North American Free Trade Agreement.  Mr. Hutchins submitted to the Board an article from the Lodi News Sentinel and two magazines entitled “The North American.”
