PRESENTATIONS

9:00 a.m. - bos - Proclamation Proclaiming October 2007 as "Physical Therapy Month" in San Joaquin County.  Chairman Mow presented the proclamation to Kathy Peterson, Chair of the Physical Therapy Program at the University of Pacific.                 Ms. Peterson introduced Todd Davenport, a new faculty member and two first-year students in the doctorate physical therapy program at UOP.  She also informed the Board of upcoming events.  Leonora Fernandez, Chairperson of the Public Relations Committee of the Northeast District of the California Physical Therapy Association, also addressed the Board.

1.                  cao - Children and Families Commission (First 5 San Joaquin) Presentation of Fiscal Year 2005-2006 Annual Report to the Community.  Human Services Agency Director Joe Chelli gave an oral report summarizing the Annual Report.  Mr Carl Toliver was also present for this item.  Accepted Report.  Vogel/Ruhstaller/5    B-07-1029

2.                  hcs - San Joaquin General Hospital Consulting Services Agreement for Interim Management Services with the Camden Group.  Health Care Services Director Ken Cohen briefed the Board on this matter.  Approved Staff Recommendation.  Ornellas/Ruhstaller/5  A-07-801

DISCUSSION - GENERAL GOVERNMENT

1.         cao - Organizational Consolidation of Registrar of Voters and Information Systems Division (Continued from 10/2/07).  County Administrator Manuel Lopez went over the new packet that included additional information requested by the Board.  David Renison addressed the Board on this matter.  Chairman Mow made a motion that the Board approve the changes as recommended by the County Administrator.  The motion died for a lack of a second.  Supervisor Ruhstaller made a motion to do nothing to leave the Registrar of Voters Office status quo until after all of the elections in 2008, and then revisit the issue of consolidation.  Ruhstaller/Ornellas/3-2; Gutierrez and Mow-No.
