PRESENTATIONS

9:00 a.m. -       oes - Presentation Recognizing Plan2survive Public Education Campaign Donors.  Director of Emergency Operations Ron Baldwin, Tim Runion of the Stockton Fire Department, Andy Prokop, President & CEO of United Way and Diana Lowery, addressed the Board on this matter.  

9:00 a.m. -       bos - Proclamation Proclaiming the Month of October 2007 as "Head Start Awareness Month".  Chairman Mow presented the proclamation to Adolfo Muñoz, Head Start Grantee Director, Ms. Gloryanna Rhodes, Executive Director, Child Development Council, Inc., and Ms. Andrea Jackson, Chair, Grantee Policy Council.  Mr. Munoz and Mmes Rhodes and Jackson addressed the Board.

9:00 a.m. -       bos - Presentation Proclaiming the Month of October 2007 as "Domestic Violence Awareness Month".  Chairman Mow presented the proclamation to Sheri Rizo, Law Enforcement Coordinator of Women’s Center of San Joaquin County.         Ms. Rizo addressed the Board.

9:00 a.m. -       bos - Recognition of Bruce Hopperstad, Retiring Chief Deputy Director, Behavioral Health Services.  On behalf of the Board, Chairman Mow presented Mr. Hopperstad a plaque for his many years of service to San Joaquin County.  Director of Health Care Services Ken Cohen reflected on Mr. Hopperstad’s background and accomplishments.  Mr. Hopperstad addressed the Board.  Supervisor Gutierrez thanked Mr. Hopperstad’s service as an advocate for the mentally ill.

1.                  cao - Federal Advocacy Annual Legislative and Budgetary Report.  Paul Sweet and Mike McSherry of Fleishman-Hillard Government Relations, Inc., briefed the Board on this matter.  Accepted Report.  Gutierrez/Vogel/5  B-07-1008

2.                  cao - State Advocacy Annual Legislative Report.  Don Peterson of Peterson Consulting, Inc. introduced one of the advocates of his firm Karen Lang.  Mr. Peterson briefed the Board on this matter.  Accepted Report.  Gutierrez/Vogel/5  B-07-1009

3.                  cao - Organizational Consolidation of Registrar of Voters and Information Systems Division.  Postponed to October 9, 2007.   

COMMUNICATIONS

PUBLIC COMMENT

ToCan Nguyen addressed the Board on various matters.

Reverend Bob Hailey addressed the Board on various matters.

Ulysses Madison introduced himself as the new Manager of SEIU Local 1021.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ornellas stated that a decision should be forthcoming shortly regarding the Veterans Clinic.  He had sent a letter to the Secretary of Veterans Affairs reaffirming San Joaquin County’s desire to have the Veterans Clinic in our county. 

Secondly, Supervisor Ornellas sent a letter to Board Members in Alameda and Contra Counties along with a copy of San Joaquin County’s “junk” ordinance.  He emphasized that hopefully they will adopt a similar ordinance. 

Lastly, with respect to the San Joaquin Valley Partnership, Supervisor Ornellas informed the Board of a recent telephone conference that consisted of himself, Sunne McPeak, Kern County Supervisor Ray Watson, Fresno Mayor Alan Autry, Gary Podesto, Fritz Grupe and Tom Flinn.  The group will be meeting again October 11 in San Joaquin County to try to come together for some kind of compromise only as it relates to the San Joaquin Valley Partnership.  Hopefully, Dante Nomellini and Tom Zuckerman will be in attendance.

Chairman Mow expressed that in his previous experience he was always cautious as to opinions that might not be reflective of the Board of Supervisors.  He did not want to commit to any decision because he could not speak for the Board, only for himself.  Supervisor Ornellas stressed that he would not support anything that would mean a Peripheral Canal.    

Supervisor Ruhstaller thanked County Administrator Manuel Lopez and Director of Capital Projects Gabe Karam for the updates on the various county building projects.  He reminded the County Administrator of the historical plaques.  The Cultural Heritage Board will be happy to design them. 

Supervisor Vogel stated that the San Joaquin County Farm Bureau is still concerned about the scrap metal situation in the County.  They are encouraging the Board to contact the cities in their districts regarding this matter.  Additionally, Supervisor Vogel informed the Board that there is a town hall meeting in Lodi next Tuesday on October 9 regarding the problems of Highway 12.  The State Director of Transportation will be in attendance.

Board of Supervisors Questions and Comments (continued)

Supervisor Gutierrez expressed his concern for full discussion and debate by the Board prior to any decision being made such as department head matters.

Secondly, Supervisor Gutierrez commented on the Ken Burns series on the war as it relates to the Stand Down.

Supervisor Gutierrez referred to a recent article in the newspaper regarding the zoo and an educational component that is being discontinued due to the lack of funding.  He requested a report to the Board to see if there is some type of support to continue the educational component.  Chairman Mow also expressed his concern regarding this matter and inquired as to whether or not this program was supported by the Zoological Society.

Director of Capital Projects Gabe Karam unveiled a model of the new County Administration Building.  The Board directed that the model be displayed in the Courthouse Lobby.
