Chairman Mow reflected on the 9-11 event that occurred six years ago.  Supervisor Vogel also made comments.

PRESENTATIONS

9:00 a.m. - bos - Proclamation Proclaiming September 15, 2007 as "California Coastal Clean-     Up Day" and September 16-22, 2007 as "Pollution Prevention Week" in San Joaquin County.  Public Works Director Tom Flinn introduced Patricia Miller Battiste, Community Service Officer with the Stockton Police Department, who accepted the proclamation and addressed the Board.

Consent Item:     #8 - In response to Supervisor Ornellas, Agricultural Commissioner Scott Hudson clarified the ordinance code relating to junk dealers.  He explained that the intent was to address the larger businesses that are regularly dealing in junk and scrap metal.  Mr. Hudson further stated that the Ag Advisory Board hoped that the ordinance, once passed by the Board, would be a model for the cities in San Joaquin County to follow.  Mike Self, Executive Director of the Stockton Builders Exchange, stated that their agency supported the ordinance as presented.  Sheriff Steve Moore also addressed the Board on this matter.

Consent Item:     #2 -  Supervisor Guiterrez stated that he did not have any problem with the objective of the recommendation.  However, he wanted to know how was it going to be carried out and how it differed from what the County’s Revenue and Recovery would do.  Health Care Services Director Ken Cohen stated that this service is very specialized.  He explained the process that is beneficial to the patients.

DISCUSSION - PUBLIC WORKS

1.                  pw - Status Report on Delta Vision Process and Endorsement of the Water Plan for the 21st Century: Regional Self-Sufficiency Scenario.  Tom Flinn, Director of Public Works, and Tom Zuckerman, Retired Attorney and Co-Counsel for Central Delta Water Agency, addressed the Board on this matter.   The Board approved the recommendation and requested that Public Works bring back to the Board a resolution opposing the Peripheral Canal.  Gutierrez/Vogel/5  B-07-929

Chairman Mow acknowledged Ron Green, Veterans Service Officer, who was present in the Board Chambers.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ruhstaller reported on a joint meeting with the City of Stockton regarding the number of foreclosure of homes in our county and the blight problem created as a result of the foreclosures.  There will be another meeting in approximately 3-4 weeks on how the City of Stockton and the County can work on this problem jointly.  He will keep the Board apprised of any developments.  Supervisor Ruhstaller also invited any Board Member that would be interested in this matter to attend the joint meetings.

 

Board of Supervisors Questions and Comments (continued)

Supervisor Ornellas announced that on Saturday, September 14, there would be a backpack, blanket and clothing drive at the Stockton Shelter for the Homeless on Harrison Street to benefit the Homeless Veterans Stand Down.

Supervisor Gutierrez stated that he is interested in attending the joint meetings regarding the foreclosures.  He has had discussions with the District Attorney on this matter.  Supervisor Gutierrez also talked with Dean Parker at the University of the Pacific and she indicated that some of their law students may be able to assist in this area.

Supervisor Gutierrez reported that with regard to the Central Valley Resource Agency, the Board Water Committee visited the issue with staff and referred the matter to the Technical Advisory Committee for review.
