9:00 a.m. -       bos - Proclamation Proclaiming August 5-11, 2007 as "National Community Health Center Week" in San Joaquin County.  Chairman Mow presented the proclamation to Mike Kirkpatrick, CEO of Community Medical Centers Incorporated.  Mr. Kirkpatrick addressed the Board.

DISCUSSION - PUBLIC WORKS

1.                  pw - Presentation Regarding the Federal Emergency Management Agency Flood Insurance Rate Map Modernization Process and Potential Local Impacts and Options.  Director of Public Works Tom Flinn, Roger Churchwell, Senior Flood Management Engineer, and Steve Winkler, Deputy Director/Operations, briefed the Board on this matter.  Received staff presentation.

DISCUSSION - LAW & JUSTICE

1.         cao - Resolution Regarding the Northern California Women's Facility. County Administrator Manuel Lopez and Sheriff-Coroner Steve Moore briefed the Board on this matter.  The Board adopted a resolution supporting and requesting use of the Northern California Women’s Facility (NCWF) by the California Department of Corrections and Rehabilitation as a reentry facility as such facilities are described in Assembly Bill 900.  Ruhstaller/Ornellas/4-1; Gutierrez-No    R-07-451

COMMUNICATIONS

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ornellas commented that he heard on the news that due to the increase of the pricing of world metals it now costs the U.S. Treasury Department ten cents to make a nickel.

Chairman Mow asked the County Administrator if he had any new information regarding the Diebold Electronic voting and the decision recently made by the Secretary of State.  County Administrator Manuel Lopez stated that he had the same information.  Chairman Mow also inquired as to what our contract looks like with Diebold, what is their responsibilities in fulfilling that contract, what is our position in terms of holding Diebold to that contract and what are the financial repercussions. County Adminstrator Manuel Lopez said that he would request an update report from Interim Registrar of Voters Austin Erdman.
