PUBLIC COMMENT

Jim and Sara Larson addressed the Board regarding a letter he sent to the Board in May with respect to second unit dwellings.  Chairman Mow stated that their matter had been looked into by Supervisor Gutierrez’s office.  Chairman Mow requested County Administrator Manuel Lopez to follow-up with the Community Development Director.

Public Defender James Larson addressed the Board regarding his general support for a prompt and fair settlement with of the contract negotiations with the San Joaquin County Attorneys Association which includes all of the attorneys in the Public Defender’s Office.

District Attorney Jim Willett emphasized that salaries of attorneys need to be competitive.  He added that retention of attorneys is determined by having the top step be competitive and recruitment is completely based upon having the bottom step competitive.

 

Public Comment (continued)

Richard Green, President of the Deputy District Attorneys Association of San Joaquin County,   informed the Board that they will return to mediation with the County on June 11.  He further stated that they are 25 percent behind the standard.  If they fail to implement the current offer by the County and do not receive the cost of living in July, they will be 29 percent behind in compensation, i.e., salaries and benefits.

Consent Item:               #13 – Chairman Mow announced that this item was being continued to  June 12, 2007.  County Counsel David Wooten stated that one protest had been received.  The continuance of the item is to give everyone a chance to respond to the protest so that the Board Members have all the information.

Consent Item:               #11 – Director of Community Development Department Kerry Sullivan, and County Administrator Manuel Lopez responded to Chairman Mow’s questions for clarification regarding the Williamson Act.  In response to Supervisor Vogel, Ms. Sullivan stated that the findings were met.

2.         cdd - Report on the Armstrong Road Agricultural/Cluster Zoning Classification (4th District)  Community Development Department Director Kerry Sullivan briefed the Board on this matter.  City of Lodi Community Development Director Randy Hatch, Pat Stockar and Bruce Fry addressed the Board on this matter.  Continued to a future date.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Vogel informed the Board that he attended a meeting with Congressman Cardoza last week at the Council of Governments with the COG Board and the Rail Authority Board.  At that meeting Congressman Cardoza said that he would convene a meeting of the cities, the county and the reclamation districts regarding the situation of the levees.
