PRESENTATIONS

9:00 a.m. - bos - Presentation of Proclamation Proclaiming June 3--June 9, 2007 as "Hunger Awareness Week" in San Joaquin County. Supervisor Gutierrez read and presented the proclamation to Joe Chelli, Director of the Human Services Agency, who accepted it on behalf of the Emergency Food Bank.  Mr. Chelli addressed the Board.

Consent Item:               #5 – (1) Dissolve the Drug and Alcohol Advisory Board and direct staff to return to the Board with a recommendation to roll up the membership with the Mental Health Advisory Board;  (2) Dissolve the Emergency Medical Care Committee; (3) Dissolve the Public Health Advisory Board and direct staff to return to the Board with a recommendation, if possible, to roll the interested parties into an existing related advisory committee; (4) Direct the Clerk of the Board to begin the process of reviewing all advisory boards with the format utilized during the review of the boards and commissions; and (5) Approve the remainder of the consent items.  Supervisor Ruhstaller seconded the motion.  Gutierrez/Ruhstaller/5

DISCUSSION - GENERAL GOVERNMENT

 1.       air - Approve Funding to Partially Match Department of Transportation Small Community Air Service Development Grant for Airline Service to the Stockton Metropolitan Airport (4/5ths Vote Required)  Barry Rondinella, Airport Director, addressed the Board on this matter.   Approved Staff Recommendation.  Gutierrez/Ruhstaller/5   B-07-566 & B-07-567

PUBLIC COMMENT

Deputy District Attorney Richard Green, President of the Deputy District Attorney’s Association and a member of the Attorneys Association of San Joaquin County, addressed the Board.  He stated that the Attorneys Association is their labor organization that is currently bargaining with the County.  Mr. Green reported that the status of the negotiations is that they are presently at impasse.   

Deputy District Attorney Seth Hoyt, assigned to the District Attorney’s Homicide Gang Unit, and President of San Joaquin Attorney’s Association, also addressed the Board regarding the negotiations.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez reported on FEMA and provisional accredited levees.  He read a communication from Steve Winkler of Public Works regarding provisional accredited levee agreements. 

OFF AGENDA ITEM

County Counsel David Wooten announced that the Board make a motion to add an item to the agenda in order that it could be discussed in Closed Session regarding the Mokelumne River & Power Authority.  County Counsel read the following into the record.  “The Board will be meeting as the Mokelumne River Water & Power Authority on the following matters:   Conference with Legal Counsel - Existing Litigation under California Government Code Section 54956.9(a)   The two matters which are related are: In the Matter of Application 29835 before the State Water Resources Control Board. The second item is:  In Re: East Bay Municipal Utility District, State Water Resources Control Board Permit No. 10478.”
