PRESENTATIONS

9:00 a.m. - bos - Proclamation Proclaiming April 15--April 21, 2007 as "Volunteer Recognition Week" in San Joaquin County.  Chairman Mow presented the proclamation to Cindy Snyder of the Human Services Agency.  Ms. Snyder addressed the Board and introducted the volunteers that were in the audience.

9:00 a.m. - bos - Proclamation Celebrating the 10th Anniversary of "Give Every Child a Chance." Carol Davis.  Supervisor Ornellas presented the proclamation to Carol Davis, President and CEO, and Chuck Crutchfield, Director of Community Outreach, of Give Every Child a Chance.  Mr. Crutchfield addressed the Board.

DISCUSSION - PUBLIC WORKS

1.                  pw - Presentation and Policy Direction Regarding Proposed Groundwater Pumping Assessments within the North San Joaquin Water Conservation District.  Tom Flinn, Director of Public Works,  Steve Winkler, Deputy Director of Public Works and Ed Steffani of the  East Stockton Water District addressed the Board.  Approved Staff Recommendations.   Gutierrez/Vogel/5  B-07-430

DISCUSSION - GENERAL GOVERNMENT

1.      bos - Distribution of Supervisorial District Four Discretionary Funds to Lodi Grape Bowl. Supervisor Vogel reported on this matter.  Lodi City Manager Blair King, and Mayor of Lodi Robert Johnson addressed the Board on this matter.  The Board approved the recommendation as identified in the Board Letter and that Supervisor Vogel come back to the board to address the concerns of the Board.                                   Gutierrez/Ruhstaller/3; Ornellas and Mow-No  B-07-431

PUBLIC COMMENT

ToCan Nguyen addressed the Board.

James Miller of the Stockton Professional Firefighters Local 456 addressed the Board regarding the 911 dispatch in San Joaquin County.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez asked about a neutral party being brought in for discussions about complaints of EMS.  County Counsel David Wooten stated that the Board would be discussing this matter in Closed Session.

Supervisor Gutierrez stated that he and Supervisor Ruhstaller had attended a Hospital Executive Meeting at the Hospital prior to the Board Meeting.  He reported that hospital staff would like to be part of discussions of potential possible actions that the Board might take regarding the hospital. 

Supervisor Vogel commented that he appreciated the Board and their way in discussing and working with issues and moving forward.

Supervisor Ruhstaller echoed Supervisor Gutierrez’ comments and stated that he felt it was important to receive input from hospital staff.  Supervisor Ruhstaller also stated that when the graffiti ordinance is discussed by the Board he will have additional information to provide to the Board.

Chairman Mow commented that he was a former member of the Hospital Executive Committee and a former employee at the hospital for 30 years.  He will discuss with Board Members, the County Administrator and County Counsel regarding the structure of discussions of the hospital.  Supervisor Gutierrez suggested that a night meeting could be held.  He emphasized that he wants to make sure that the Board receives all input from hospital staff and that the lines of communication are kept open.  It was Supervisor Ruhstaller’s understanding that the message delivered to the medical committee was that the Board has no hidden agenda.  The Board has to look at this as a global county-wide issue and that it might include other health care people in the county.
