PRESENTATION

9:00 a.m. -       bos - Proclamation Proclaiming the Month of April 2007 as "Child Abuse Prevention Month" in San Joaquin County. Deputy Director of Children Services Chairman Mow presented the proclamation to David Erb, Deputy Director of Children Services of the Human Services Agency.  Mr. Erb addressed the Board.

 Chairman Mow announced that anyone interested in applying for a board or commission can now submit an application online.

Consent Items:              #8 & 9 – Supervisor Ruhstaller commented on the importance of energy efficiency and tested technology on the new Ag Building and Administration Building and hopefully a jail complex.

Consent Item:               #7 – Chairman Mow stated that Supervisors Rhustaller and Gutierrez had met recently with the Federal delegates regarding the Head Start Program.  Supervisor Gutierrez indicated that the meeting had gone well and that they were very satisfied with San Joaquin County.  He thanked all of the staff.

PUBLIC COMMENT

Donald Roberts addressed the Board regarding problems he encountered with Dial-a-Ride City Bus.  Chairman Mow stated that one of the Board Members would contact the Regional Transit District Board and that he would email Mr. Roberts.  Supervisor Ruhstaller invited Mr. Roberts to the Mental Health Advisory Board Meeting to discuss this matter.  Supervisor Gutierrez also offered his assistance.

Gene Davenport addressed the Board regarding the establishment of a San Joaquin Dart Team.  He had previously attended a Board meeting and wanted to follow-up with a report to the Board. 

Public Comment (continued)

Kurt Cooper addressed the Board regarding inaccurate statements given to the Board at a previous Board meeting regarding the airport.

ToCan Nguyen addressed the Board on various matters.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ornellas asked whether or not the two operation officers at the airport were hired.  County Administrator Manuel Lopez stated that he had talked to the Airport Director and the two officers had been hired.

Supervisor Ornellas stated that he had received a letter from his appointment, John Garzoli, to the Aviation Advisory Board resigning due to the change of the meeting date by the Airport Director.  It was his understanding that the meeting date was set by County Ordinance.  Supervisor Ornellas requested that County Counsel David Wooten look into this matter.

Supervisor Gutierrez reported that the Department of Corrections met with several representatives and that there was discussion that the Women’s Facility would be reopened.  One portion would be utilized for incarcerated individuals and the other portion would be used to house San Joaquin Jail overflow.  The State would be responsible for the re-entry program for their incarcerated individuals and the County would be responsible for the overflow.  Supervisor Gutierrez was not able to attend the meeting but he expressed his concern that he believed these discussions should be public.  Supervisor Gutierrez stated that he feels it is important for the Board to begin these discussions.  He is going to contact the Department of Corrections to contact Chairman Mow. 

Supervisor Gutierrez also reported on the Gang Intervention Program.

Supervisor Ruhstaller echoed Supervisor Gutierrez’s comments regarding the Women’s facility.

Chairman Mow stated that for the record he was not contacted to participate in any meeting regarding the Women’s Facility.

(c/o Apollo Energy) (1st Supervisorial District)  Attorney Mike Hakeem, addressed the Board on this matter.  Continued to May 22, 2007.  Gutierrez/Ruhstaller/4; Vogel-Absent

1.           1:30 p.m. - cdd - Public Hearing Regarding General Plan Map Amendment No. PA-0600516 and Zone Reclassification No. PA-0600517 of Sanguinetti Investments. (c/o Dillon and Murphy) (4th Supervisorial District)  Director of Community Development Department Kerry Sullivan briefed the Board on this matter.  Attorney Joe Murphy, representing the Sanguinetti family, stated that they are in agreement with the staff report.  Approved.  Gutierrez/Ruhstaller/4; Vogel-Absent  B-07-407
