PRESENTATIONS

 9:00 a.m. - bos - Proclamation Proclaiming the Month of April 2007 as "Sexual Assault Awareness Month" in San Joaquin County. Chairman Mow presented the proclamation to Joelle Gomez and Jennifer Busalacchi, of the Women’s Center. Mmes. Gomez and Busalacchi addressed the Board.

      9:00 a.m. - bos - Proclamation Proclaiming April 2- 8, 2007 as "Public Health Week" in San Joaquin County.  Chairman Mow presented the proclamation to Bill Mitchell, Director of Public Health.  Mr. Mitchell addressed the Board and presented a plaque to Robin Moore, Director of Health Care Education, Health Plan of San Joaquin, in recognition of her contribution to improving the health and wellness of San Joaquin County residents.

Supervisor Ornellas asked what can the county do to encourage more participation on the County boards and commissions.  Chairman Mow stated that citizens can now obtain information on boards and commissions, including an application, on the County’s website.  Supervisor Gutierrez added that he would like to know what the contact person(s) of the boards and commissions are doing to recruit persons and what do the contact persons recommend.  Supervisor Ornellas asked why members of boards and commissions are not reapplying.  Chairman Mow stated that some of the frustrations that members of the boards and commissions experience is that they are not being utilized for their expertise.  Chairman Mow requested that the County Administrator follow-up with the contact persons of the boards and commissions in terms of what they are doing in assisting in recruitment.  Supervisor Ruhstaller commented that there are too many meetings that don’t go anywhere, are totally irrelevant and nothing comes from them.  He suggested that an exit interview or a question of “why did you quit” might drive to the point of what is not happening on these boards and commissions.  In response to Supervisor Gutierrez, Clerk of the Board Lois Sahyoun stated that it shouldn’t be much longer until interested persons can apply and submit their applications online.  She also informed the Board that announcements are sent to all the media regarding vacancies.  County Administrator Manuel Lopez stated that he will report back to the Board on this matter.

 

APPROVE CONSENT ITEMS # 1-18

Consent Items:              #7, 10, 11 and 13 pulled for discussion.

Consent Item:                           #7 – John Shackelford, Vice President of Gold Key Investigations, addressed the Board on this matter.  Mr. Shackelford assured the Board that his company is prepared to work with DCSS for a smooth transition.  Mr. Craig Wichussen, Management Services Administrator of the Department of Child Support Services, explained that there would not be any problem with the overlapping of service of Gold Key Investigations and CALSERVE, Inc..     

Consent Item:                           #10 – Supervisor Gutierrez thanked the Board for their support of the Select San Joaquin component and AgVenture on March 29.  The event was very successful and 1200 children from Linden and Lodi participated.  Supervisor Gutierrez also thanked the Sheriff and the S.T.A.R.S..  In response to Supervisor Gutierrez, County Administrator Manuel Lopez explained that this item is for the additional amount and the item on the agenda of March 27 was to allow the Agricultural Commissioner to accept donations.  Supervisor Vogel thanked all of those individuals who participated, the Board for their support, and in particular Scott Hudson, Molly Watkins and Supervisor Gutierrez who were instrumental in the success of the event.  He further stated that all the farmers, teachers and principals that he knew had very positive comments about the event.

Consent Item:                           #11 – In response to Chairman Mow, Attorney Mike McGrew explained this item regarding the joint powers agency.  Chairman Mow said that it is confusing that we are setting up a joint powers but it is amongst the same people.  Attorney McGrew and MHCSD General Manager Paul Sensibaugh responded to Supervisor Gutierrez’s interest in the mechanics of the financing.

Consent Item:                           #13 – Supervisor Vogel stated that two of the concerns of the Historical Society is the location of the kiosk and their one pipe that brings in all of their fire protection water.  Facilities Management Director Craig Ogata addressed these matters.  Supervisor Vogel encouraged the county to continue working closely with the Historical Society.  In response to Chairman Mow’s question regarding the completion date, Mr. Ogata said that in late May is the award of the contract and July 1 to start construction, and it is a 180 day project.  Supervisor Gutierrez commented that all of the water features are going to further promote the park.  Supervisor Ruhstaller stated that he is also very pleased that the county is communicating with the Historical Society.  Mr. Ogata reported on the progress of the redevelopment of the east end of the zoo and the seal lion facility.

Margo Praus addressed the Board regarding concerns of the hospital and health care.

Woody Alspaugh addressed the Board regarding the airport.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ornellas brought up the matter of the Northern California Women’s Facility.  He reported that Sheriff Moore would be meeting on Thursday, April 5, with various local and state officials concerning the use of that facility.  The Sheriff is looking at a needs study of utilizing a portion of that facility. 

Supervisor Ornellas stated that he recalled in last year’s budget that $79,000 was approved to hire an Assistant Airport Director.  He asked if this was ever done.  Additionally, Supervisor Ornellas inquired if anyone replaced Chief of Operations Mike Brooks who retired last year and if two law enforcement officers were ever hired.  County Administrator Manuel Lopez said that the hiring process of the Assistant Airport Director was just completed three weeks ago.  There is an interested candidate and an offer is being made to him.  He further stated that with respect to Mike Brooks, his duties have been absorbed by staff already at the airport.

Chairman Mow stated that the allocation of the two deputies were designated for rural crime.

Supervisor Ruhstaller commented on the County/City joint meeting and said that we should move forward on the County Jail and crime prevention. 

Supervisor Ruhstaller informed the Board that he and Supervisor Vogel took a recent tour of our levees.  The tour was extremely an eye opener and informative of how the State is not going to assist us financially with the improvements that need to be done.

Supervisor Ruhstaller addressed the concern of child obesity.  He suggested that the school system could do a pilot program based on the “Curves” workout for a 30-minute session.

Lastly, Supervisor Ruhstaller commented that he serves on the Hospital Executive Committee with Supervisor Gutierrez, and it was not news to him that discussions were held about the on-going teaching programs at the hospital as well as several other ideas regarding the on-going debt.  He felt that different ideas were just being explored and that it is healthy to get everything out on the table.  Supervisor Ruhstaller felt that everyone wants a healthy viable hospital that is part of the entire county.

Supervisor Gutierrez commented on the Northern California Women’s Facility.  He does not want to see that facility converted into a men’s facility under the current system of corrections.   He would like to see real reentry programs.  Supervisor Gutierrez informed the Board that he was invited to an upcoming meeting of the Women’s Facility.  With respect to the “Curves” 30-minute program, he felt that it was an excellent idea and that Public Health should take the lead on this suggestion.

Supervisor Vogel wanted to make his colleagues aware that he would not be in attendance at the April 10 Board Meeting.  He hoped that at the April 17 Board Meeting the matter of his discretionary funds issue with the Lodi Grape Bowl could be scheduled.

Chairman Mow informed the Board that a letter has gone out to all of the Mayors of the cities seeking appointments to the County/City Committee.  Chairman Mow stated that he will ask each Board Member if one of them is interested in serving on this committee.  He will also ask each of the Board Members of your thoughts of additional people to be added to the committee.  Chairman Mow commented on options and alternatives regarding jail shortage issues and a Supervisors committee in terms of dealing with health care at the hospital which has not met for some time.  He is thinking of re-establishing this Supervisors Committee and seeing which Board Member would be interested in serving on this committee.
