Consent Item:                           #9 - Pulled for discussion.  Airport Director Barry Rondinella briefed the Board on this item and responded to questions from Board Members.  Sandy Dwyer of the Manteca Unified School District, Matt Arnaiz of French Camp Investments LLC, Fred Allen, and Attorney Mike Hakeem addressed the Board on this matter.  The Board voted to allow the Airport Director to send a letter as he sees fit, based on the information that he has in his expertise and after being reviewed by County Counsel, to the Department of Transportation on behalf of the Stockton Metropolitan Airport as Airport Director, and that in the letter he ask for a response to the issues.              Gutierrez/Mow/4-1; Ruhstaller-No

PUBLIC COMMENT

ToCan Nguyen addressed the Board on various matters.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

In response to Supervisor Ornellas County Counsel David Wooten clarified the direction of the Board with respect to Consent Calendar #9.

Supervisor Ruhstaller stated that he has in the past several weeks received telephone calls  regarding graffiti.  He added that he looks forward to the graffiti ordinance matter coming to the Board for discussion, and that he has some other ideas to share with Board Members prior to discussion by the Board.  Chairman Mow said that this matter was sent to County Counsel and to the County Administrator to review.  County Administrator Manuel Lopez said that he hopes to bring this matter to the Board for consideration in early April. 

Supervisor Vogel informed the Board that he was meeting on the evening of March 20, 2007 with Assemblyman Nakanishi, representatives from CALTRANS and COG to talk about Highway 12 at a Townhall meeting in Lodi. 

Board of Supervisors Questions and Comments (continued)

Supervisor Gutierrez commented on why he requested that County Counsel review the document to look at the accuracies in Airport Director Barry Rondinella’s letter.  Secondly, he suggested that that the County purchase their own graffiti trailer and that he sees this as a cost effective measure.  Lastly, Supervisor Gutierrez informed the Board of the bad news San Joaquin, Calaveras and Amador Counties received on March 13 from the State of California, in regards to the Mokolumne River and Water Power Authority, cancelling our application based on the fact that, in their opinion, we did not move quickly enough, and that there was a lack of diligence in completing the necessary engineering and environmental documents required to issue a water right permit for the MORE Water Project in a timely manner.  The Department of Water Resources was very surprised at this decision.  Supervisor Gutierrez encouraged the Board  to stay on top of this matter.  Chairman Mow commented that former Supervisor Jack Sieglock had worked on the MORE Water Project for eight years.
