9:00 a.m. -       Fred Preeo. Vice President and Ginger Root, Clerk, Tuxedo Country Club Fire District, to present a donation to San Joaquin County for Country Club spring Cleanup.  Mr. Fred Preeo, on behalf of the Tuxedo Country Club Fire District, presented a check to the Board.

9:00 a.m. -       bos - Proclamation Proclaiming May 19, 2007 as "National Kidney Foundation Superstride for Life Walk" in San Joaquin County.  Chairman Mow presented the proclamation to Dr. Frank.

9:00 a.m. -       bos - Proclamation Proclaiming March 2007 as "Social Worker Appreciation Month" in San Joaquin County.  Chairman Mow presented the proclamation to Wendy Moore of the Human Services Agency.

Consent Item:               #3 – Director of Behavioral Health Services Bruce Hopperstadt responded to Supervisor Ruhstaller’s comment that three beds did not appear to be sufficient.

Consent Item:               #19 – Supervisor Gutierrez thanked and expressed his appreciation to District Attorney Jim Willett and Chief Probation Officer Chris Hope for financially sponsoring on behalf of San Joaquin County the “El Hombre Noble” curriculum training that will be given at the Stagg High School campus.  Supervisor Gutierrez recognized Jose Rodriguez, Stagg High Principal Jessica Anderson and Mardell McKenzie of Stockton Unified who were in attendance.  He also thanked many other individuals from the County, City and other agencies. 

Consent Item:               #20 – Chief Probation Officer Chris Hope and Director of Behavioral Health Services Bruce Hopperstadt  responded to Supervisor Ruhstaller’s question on how will we be able to do this, given the State’s raid of our mental health technicians and nurses. 

Consent Item:               #22 – Supervisor Gutierrez briefed the Board on the amendment of his request on the mailing in Excess of 200 items and his request to use the County Seal.  In response to Supervisor Ornellas, County Counsel David Wooten explained the County and State rules/laws of mailings 

Consent Item:               #23 – In response to Supervisor Ornellas, County Administrator Manuel Lopez briefed the Board on the request of LAFCO for an additional County contribution to the Local Agency Formation Commission. James Glaser, Interim Executive Director of LAFCO, responded to questions from Supervisors Ornellas, Gutierrez and Ruhstaller.  Chairman Mow also made comments regarding the contributions from the County and Cities.

DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Consideration of Amending the Use Guidelines for Supervisorial District Funds.  County Administrator Manuel Lopez briefed the Board on this matter.  The Board directed the County Administrator to come back to the Board on March 20, 2007 with this item.

 

PUBLIC COMMENT (continued)

Stephanie Batey of SEIU addressed the Board and introduced the Valerie McCann Morrell who  will be replacing her at the local SEIU office.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez thanked the Board for their support of the new gang component at Stagg High School and that he will report back to the Board on the progress of this program.  He also thanked the Board for their support of the Kidney Foundation.

Supervisor Ruhstaller reported on his neighborhood cleanup at Garden Acres.  Supervisor Ruhstaller also expressed that as a new Board Member he would like to see outcome reports from staff from the various programs.

Chairman Mow stated that he and other Board Members have always requested follow-up information on programs.  If you do not receive any follow-up reports, request them from the respective parties. 

Supervisor Vogel expressed his appreciation for the Supervisorial District Discretionary Funds item on the agenda.  Supervisor Vogel stated that he has been visiting the twelve fire districts in his district and most of them have expressed concerns regarding funding.  He also reported on

the Town Hall Meetings that he and Sheriff Moore have held in his district.  They are hearing the needs of his constituency with respect to more patrols and concerns of the jail.

Supervisor Gutierrez reported on the Ag Venture Program and distributed flyers of an event on Thursday, March 29, at the Lodi Grape Festival.
