Supervisor Gutierrez requested that the appointment
to the Aviation Advisory Board be placed on the agenda for the next regular
Board meeting.

Board.
BOARD
OF SUPERVISORS QUESTIONS AND COMMENTS
Supervisor Ruhstaller updated the Board on several recent meetings he
attended. One matter of concern was
brought to his attention at the Mental Health Advisory Board meeting. The person in charge of the State
Correctional System called the Federal Referee has determined that there are
not enough Mental Health professionals in the state prisons. The Federal Referee has offered a $2,000 a
month raise to attract them. Supervisor
Ruhstaller stated that there are six to seven of our 8 employees at the
Supervisor Ruhstaller reported on the last Delta Protection Commission
meeting. The commission voted to send

With respect to the Water Education Foundation meeting he attended,
Supervisor Ruhstaller pointed out that one of the areas that we need to be
aware of is that local land use decisions are being or would like to be
preempted by the state. The state feels
that they know how to do things better than we do in our area. When it concerns the Delta the state feels
that they should decide what is the best use of development within our county.
Supervisor Vogel stated that one of the undertones that came up at the
Water Education meeting is the issue of the peripheral canal through the Delta,
including a discussion from various spectrums of the future of the Delta.
Supervisor Gutierrez requested that the Chairman consider placing on the
agenda for discussion the matter in regards to SJAFCA and levee maintenance
issues.
Chairman Mow said that he is the Chair of SJAFCA this year. The Army Corps of Engineers and FEMA were to
come look at the levees in April, however, that has been pushed back to
October. There is a good chance that
they will remap certain areas.
Chairman Mow informed the Board that Public Health Director Bill Mitchell
recently was the recipient of the Robert Cabral Award at the COG 8th
Annual Regional Excellence Awards.
