Consent Item:               #5 – Health Care Services Director Ken Cohen responded to concerns expressed by Chairman Mow and Supervisor Gutierrez regarding the number of families and children statewide and in San Joaquin County that are uninsured.  

Consent Item:               #9 – In response to Supervisors Vogel and Ornellas and Chairman Mow,  Public Works Director Tom Flinn explained that this project in no way relates to the City of Stockton and that this matter needs to move forward in order to obtain the grant.  There are nine separate districts that will all be interconnected.  Mr. Flinn also commented on the water quality of these wells and stated that they do meet the State standards today.  Richard Shaffer addressed the Board regarding the Morada Area Association’s concerns on this matter.  He requested that the item be continued.  Chairman Mow clarified that this matter is an application for a grant and that any delay could jeopardize the grant.  Mr. Flinn stated that Public Works would meet with those area residents that have concerns.

1.                  pw - Adopt the Draft San Joaquin County Position On Allocation of Propositions 1E and 84 Funds for the Central Valley.  Public Works Director Tom Flinn briefed the Board on this matter.  Georgianna Reichelt also addressed the Board on this matter.  The Board, acting on behalf of the San Joaquin County Flood control and Water Conservation District, adopted the Draft San Joaquin County Position on Allocation of Propositions 1E and 84 Funds for the Central Valley.    Gutierrez/Ruhstaller/5          B-07-234

2.                  pw - Presentation on Mokelumne River Forum Interregional Project Concept Proposal.  Public Works Director Tom Flinn and Dr. Mel Lytle, Water Resource Coordinator, briefed the Board on this matter.  The Chairman stated that this matter was discussion only and that there was no action needed on this item.

DISCUSSION - GENERAL GOVERNMENT

1.                  hr - Discussion and Direction Regarding the Classification and Salary Structure for the Board of Supervisors’ Legislative Assistant.  Human Resources Director Cindy Clays addressed the Board on this matter.  A motion was made by Supervisor Gutierrez and seconded by Supervisor Ruhstaller to approve Option #1, under Position Classification and Salary Structure, Option #1 under Appointment Process, and Option #1 under Special Assignment Pay.  The motion failed.  Gutierrez/Ruhstaller/2-3; Ornellas and Mow-No.

PUBLIC COMMENT

ToCan Nguyen, Georgianna Reichelt and Larry Baker addressed the Board on various matters.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez brought to the attention of the Board concerns regarding neighborhood cleanups, gate fees and extending hours at the dump site.  It was Supervisor Gutierrez’s recollection that funds from AB939 would go toward cleanups.  He has five cleanups, however, there are not enough monies budgeted to conduct successful clean-ups.

County Administrator Manuel Lopez will review the actions taken by the Board on AB 939 before returning to the Board with a report.  He stated that was very much aware of the timeline of the cleanups.    

Supervisor Ruhstaller stated that he has his first clean-up on March 10.  He felt that we should organize and fund successful cleanups so that the garbage does not end up along the roadsides.

Supervisor Vogel commented that he would like to see the Board be proactive on this issue because he has the eastern area of the county where most of the garbage is dumped.
