DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Approval and Adoption of Plans and Specifications for the San Joaquin County Agricultural Center Phase 2 Project, and Setting a Bid Opening Date of March 7, 2007.  County Administrator Manuel Lopez, Gabriel Karam, Director of Capital Projects and Stephen Keeter, Facilities and Construction Planner, addressed the Board on this matter. Approved Staff Recommendation.  Ornellas/Vogel/5 R-07-62

2.                  bos - Recommendations for the Stockton Metropolitan Airport.  Airport Director Barry Rondinella, Community Development Department Director Kerry Sullivan, Dana Cowell, Deputy Director of Regional & Transportation Planning of San Joaquin County Council of Governments, and County Counsel David Wooten addressed the Board on this matter. 

The Board directed Airport Staff to coordinate the Airport Master Plan Update in conjunction with the Airport Land Use Plan Update and the County General Plan Update and putting  special emphasis on the Business Plan for the Airport.  Ornellas/Ruhstaller/5  B-07-162 

The Board authorized County staff to rename the Airport East Task Force to Airport Task Force and augment the existing committee with members from the Business Chamber, City Staff, SJCOG staff, and City elected.  Ruhstaller/Gutierrez/5  B-07-165

The Board did not want to make any decision on Recommendation #1 and Recommendation #3 in the staff letter until they receive further information.

PRESENTATION

9:00 a.m. - cao  - Presentation on Preparation for Departmental Workshops.  County Administrator Manuel Lopez and Consultant Lonald Lott briefed the Board on this matter.  

PUBLIC COMMENT

ToCan Nguyen, addressed the Board on various matters.

 

Chief Dennis Bitters, Ripon Fire Department, gave an update report to the Board.  He gave background information on the San Joaquin County Joint Radio Users Group (JRUG), formed in 2006 for the purpose of having a single group of fire agencies that were able to contract or operate a dispatch center.  Their membership includes all the fire districts in the county and since forming they have added other agencies for a total of 16 agencies.  They have a contract with AMR LifeCom to provide their dispatch services.  Chief Bitters said that the contract is one of the most comprehensive dispatch contracts that they have been involved in.  The contract gives them exclusive oversight over the center.  Chief Bitters addressed the issue of delayed calls.      

 

Cary Martin expressed his gratitude of Supervisor Larry Ruhstaller’s committee assignment to the Mental Health Advisory Board.   Mr. Martin stated that the Board previously had a presentation of an Overview of the San Joaquin Valley Blueprint planning process where there was no mention of a Trauma Center at the County General Hospital.  He requested that the Board direct the County Administrator or the Health Care Services Director to do an assessment and report back to the Board so that this could be included in the plan for this region.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ken Vogel stated that he has been working with a large group of landowners on the Armstrong Road corridor in the 4th Supervisorial District who would like to stay within the county jurisdiction and not the sphere of the City of Lodi.  Supervisor Vogel reported that he had a proposal to refer to staff for review.

Supervisor Gutierrez, briefed the Board in regards to the article in the newspaper about  FEMA and the levees and the potential remapping of those levees and the impact it would have on some of his constituents as well as constituents in the greater San Joaquin County area.  Public Works does not have the specifics of the information in regard to the Army Corps of Engineers.  Supervisor Gutierrez contacted Senators Boxer and Feinsten, Congressman Cardoza and other

legislators to provide specific information to Public Works so that the County can inform the constitutents the Board Members represent. 

Supervisor Gutierrez also informed the Board that he and Supervisor Ornellas met with the City of Stockton regarding the new administration building and dedicated parking spaces. 

Supervisor Ruhstaller reported that he would be attending, along with Council Member Clem Lee, the last Local Advisory Panel (LAP) hearing at the Veterans Affairs Livermore campus.  

As a result of discussion with Supervisors Ruhstaller and Gutierrez, Chairman Mow stated that he would place the matter of the Legislative Assistants on the February 13, 2007 agenda. 

Chairman Mow said that Supervisor Ornellas had previously requested an update from the Ag Commissioner regarding the damages caused by the freeze.  However, the Ag Commissioner indicated that there was nothing to report and that the freeze did not cause any serious damages.

Supervisor Ornellas stated that the Ag Commissioner may want to report to the Board on the impact of the drought.
