PRESENTATIONS

9:00 a.m. - bos - Recognition to Terrence R. Dermody, San Joaquin County Counsel.  Clerk of the Board Lois Sahyoun read a Commendation presented to County Counsel            Terrence R. Dermody by Chairman Mow.  Chairman Mow also presented him a plaque on behalf of the Board.  Each Board Member commented on Mr. Dermody and his service to San Joaquin County.  Mr. Dermody also addressed the Board.

DISCUSSION - HEALTH & HUMAN SERVICES

1.                  hsa - Oral Presentation By Mary Graham Children's Shelter Foundation Board.  Human Services Agency Director Joe Chelli and John Vera, President of the Mary Graham Children’s Shelter Foundation, addressed the Board on this matter.  Mr. Vera reported on the activities of the foundation for the past several years and responded to Board Members questions and comments.

9:00 a.m. - Overview of the San Joaquin Valley Blueprint Planning Process by Mike Swearingen, Senior Regional Planner, Council of Governments.  Mr. Swearingen,  addressed the Board on this matter and responded to questions and comments from Board Members.

DISCUSSION - PUBLIC WORKS

1.         pw - Policy Direction Regarding Submittal of Conditional Letter of Revision Applications for the Oakmoore Gateway and Shima Tract Developments, and Consideration of Related Policy Issues    Public Works Director Tom Flinn, Deputy Director Steve Winkler, County Counsel Terrence Dermody, Chris Neudeck,of Kjeldsen, Sinnock, & Neueck,  Attorney Mike Hakeem, Kevin Huber, Matt Arnaiz, Craig Bettencourt, ToCan Nguyen addressed the Board on this matter.  The Board authorized the Director of Public Works to submit Conditional Letter of Map Revision applications to the Federal Emergency Management Agency (FEMA) regarding the Oakmoore Gateway and Shima Tract Developments.  Mow/Ornellas/3-2; Vogel and Ruhstaller-No   B-07-131

Additionally, the Board directed County staff to meet with City of Stockton staff to discuss policy options regarding submittal of future Conditional Letter of Map Revisions/Letter of Map Revisions; and further directed the Department of Public Works to present this item for further consideration by the Board of Supervisors within two weeks.  Ruhstaller/Gutierrez/5  B-07-135

DISCUSSION - GENERAL GOVERNMENT

1.                  oes - Approve Letter of Intent to Participate in Joint Delta-wide Emergency Planning and Sacramento-San Joaquin Delta Flood Response Group Agreement.  Director of Emergency Operations Ron Baldwin and Linda Fiack, Executive Director of the Delta Protection Agency, addressed the Board on this matter.  Approved Staff Recommendation.  Ruhustaller/Gutierrez/5  B-07-132 and A-07-58

COMMUNICATIONS

   bos - Received and Referred all Board Communications this date as Outlined on the Communications Distribution Listing.  Approved.  Gutierrez/Ornellas/5 B-07-133

PUBLIC COMMENT

Tanya Grayson, Jim Gullion and Miggie Wheat addressed the Board regarding mobile home rent stabilization and conversion protection.  Chairman Mow asked County Counsel what could the county can do in this regard.  County Counsel Terrence Dermody stated that his office would bring back a report to the Board.

ToCan Nguyen addressed the Board.

 

 

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Chairman Mow stated that all of the Board Members had received a letter from Stockton Mayor Chavez regarding a graffiti ordinance that the City of Stockton had implemented.  He explained  that this has been an item that has been expressed by the Board as an issue.  Chairman Mow requested the County Administrator and County Counsel to review the Mayor’s letter and report back to the Board.

Supervisor Ruhstaller requested that the matter of the hiring process of the Legislative Assistants be scheduled in the next two or three weeks for discussion by the Board.  Chairman Mow stated that the matter is scheduled. 

Supervisor Vogel stated that his counterpart in Amador County requested that San Joaquin County comment on the Tribal EIR filed by the Miwok Indians for a casino in Jackson Valley.  The Fire Chiefs of Liberty and Clements expressed their concerns that this would present heavy traffic on Highway 88 and Liberty Roads.  Chairman Mow stated that San Joaquin County had over a year ago expressed these concerns.  County Administrator Manuel Lopez confirmed that staff has been involved in this issue for over a year.  He will come back to the Board with an updated report. 

Supervisor Gutierrez stated that the Board recently received a letter from the Farm Bureau suggesting that the County comment on the General Plan of Stockton and an Ag Mitigation fee.  He asked how we would do this.  Chairman Mow explained that the City of Stockton has been working on an Ag Mitigation fee for over a year and that there have been a number of public hearings.  The Farm Bureau, the Farm Land Trust and many others were in attendance at these public hearings.  County Administrator Manuel Lopez added that the City of Stockton has offered to meet with the County with respect to the sphere of influence within the next few weeks and that this would be an opportunity for the County to comment.

Supervisor Gutierrez reported on his recent trip with members of the Select San Joaquin Committee to Monterey to visit Farm Day.  He will bring back some information to share with Board Members on the event.
