PRESENTATIONS

bos -  New Program & Policies within the California Department of Toxic Substance Control by Deputy Director Leonard Robinson.   Mr. Robinson informed the Board of the California Take It Back Partnership and information that is available on their website available to local government and citizens.

Consent Items:              #1 & #2  - Ken Cohen, Director of Health Care Services, and Frances Hutchins, Substance Abuse Division Coordinator, responded to Supervisor Mow’s concerns and questions regarding how the dollars are being spent with respect to substance abuse.

Jeff Giampetro addressed the Board regarding his concerns of the closing of the County’s methadone program. 

Supervisor Mow also commented on the methamphetamine problem and asked how is the county treating methamphetamine clients.

                                    Supervisor Gutierrez stated that the county needs to do more about residential treatment and housing programs such as the Delancey Street Program in San Francisco.  He further stated that he is not satisfied with what we are doing in San Joaquin County.

                                    Chairman Marenco commented on the private charges of the private sector for methadone. 

Consent Item:               #20 - Craig Ogata responded to Supervisor’s Sieglock question regarding  the reuse of the building.

Consent Item:              #25 -  Joseph DeAngelis addressed the Board on this matter.  County Counsel Terrence Dermody explained that all the Board is being asked is to consolidate the election with the General Election and not to judge the appropriateness of the measure being on the ballot.

PUBLIC COMMENT

Rose White addressed the Board regarding In-Home Supportive Services.                                                           

Carey Martin addressed the Board regarding his comments from the August 22, 2006 Board meeting regarding mental health contracts.  He also commented on the loss of the acupuncture program.

ToCan Nguyen addressed the Board on various matters.

Shelia Daughton and Angel Picon thanked the Board for their efforts with respect to an increase in salary for Home Care Providers.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Sieglock addressed the Board regarding a reverse 911 system that is used to warn people in the community of emergencies.  He requested that the County Administrator coordinate the effort to come back in 1-1/2 months to the Board with a report regarding the cost of the system.  County Administrator Manuel Lopez stated that he has had some discussion with the Sheriff and Emergency Services. 

Supervisor Gutierrez brought up the matter of a reduction of park fees or a waiver of fees for disabled veterans for our County parks.  He asked that this matter be referred to the County Parks and Recreation Commission for review and recommendation to the Board.    

Supervisor Gutierrez referred to the responses to the Grand Jury Recommendations in the agenda packet, specifically the Registrar of Voters (ROV) Office.  He asked about the Registrar of Voters space needs and housing of equipment.  Supervisor Gutierrez asked if the Board would at some point in time receive a report on space needs for the ROV and what are the plans to locate ROV Office.

Supervisor Gutierrez congratulated County Administrator Manuel Lopez for his appointment of Cindy Clays as the Human Resources Director.

Board of Supervisors Questions and Comments (continued)

Chairman Marenco echoed Supervisor Gutierrez’s remarks regarding the space needs of the Registrar of Voters.

Supervisor Mow requested the County Administrator look into the graffiti program that we do or do not have in our county and dog issues.  He asked that Mr. Lopez provide the Board with information on what the City of Ripon has done regarding dog issues.

Chairman Marenco asked what would be the possibility of placing a couple of “Duck Crossing” signs at Benjamin Holt Drive and Cumberland, north of the bus stop.
