Consent Item:               #5 - In response to Supervisor Mow, Human Services Agency Director Joe Chelli explained that these services are for newly arrived refugees.

Consent Item:               #16 – In response to Supervisor Ornellas, First 5 San Joaquin Program Coordinator Lani Schiff-Ross explained the increase allowed by law for an administrative cost reimbursement rate to ten percent.  Supervisor Ornellas requested that the Board be kept informed of any significant rise in administrative costs.

DISCUSSION - PUBLIC WORKS

  1. pw - Report and Possible Action on  Assembly Bill 1899 - Land Use: Flood Protection. Tom Flinn, Director of Public Works,  Department, Roger Churchwell, Public Works Engineer and County Administrator Manuel Lopez addressed the Board on this matter.                Supervisor Gutierrez requested that Public Works put together with the legislation a report highlighting significant points along with the Board’s concerns in preparation of the meeting with State Senator Mike Machado.  Supervisor Sieglock made a motion to approve staff recommendation to oppose the bill and bring back the matter to the   August 22 Board Meeting for further discussion and to receive a report from Supervisors Gutierrez and Mow on their meeting with State Senator Mike Machado.  County Administrator Manuel Lopez pointed out that the staff recommendation also included that Public Works be authorized to take a position on the bill on behalf of the Board

DISCUSSION - HEALTH & HUMAN SERVICES

1.                  hcs - Approval of the Emergency Medical Services Agency Report on Exclusive Emergency Ambulance Provider Contract Compliance for May and June 2006.  Ken Cohen, Director of Health Care Services, Dan Burch, EMS Administrator, Mike Kirkle, Kathleen Garcia and ToCan Nguyen addressed the Board on this matter.  Approved.  Sieglock/Mow/5  B-06-930

 

COMMUNICATIONS

PUBLIC COMMENT

Woody Alspaugh and ToCan Nguyen addressed the Board on various matters.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Sieglock said that he understood that the flow of the Mokelumne River has been substantially reduced.  He requested that this matter be placed on the agenda of the August 22 Board Meeting.

Supervisor Gutierrez stated that he wanted as quickly as possible a report from Public Works Director Tom Flinn of AB 1899 on the specific facts so that he could furnish Senator Machado with the Board’s concerns.

Supervisor Gutierrez thanked Health Care Services Director Ken Cohen, Dick Aldridge, other hospital staff, along with the organization Comerciados Unidos (a Mexican business group) as well as students from San Joaquin Delta College Migrant Education that participated in a clean-up day at the hospital grounds on Saturday, August 12, 2006.  He also thanked Public Works Director Tom Flinn for arranging of the debris collected.  

Supervisor Ornellas brought up the matter of a recent article in the Record regarding the Coast to Crest Trail and the Mokelumne River being part of that trail.  He asked if that ever happened would the Board still have jurisdiction over the safety issue of the Mokelumne River.  Supervisor Ornellas said that the Board will have to watch this matter.

Supervisor Sieglock stated that the request for the Mokelumne River to be part of the trail is through the Federal government and in the preliminary stage.  He added that Congressman Pombo will have input into this issue.  Supervisor Sieglock did not think the Board would lose jurisdiction over the river.

Supervisor Mow commented on the disposal of electronic waste event sponsored by Public Works on August 12 and August 13.  He thanked Public Works for their efforts.
