PRESENTATIONS

9:00 a.m. - bos - Proclamation Proclaiming the Month of August 2006 as "Breastfeeding Awareness Month" in San Joaquin County.  Chairman Marenco presented the proclamation to Gail Dacayanan, Public Health Nutritionist, and Gwen Bounds, Program Coordinator of the Breastfeeding, Education, Support & Training Program in Stockton.  Mmes. Dacayanan and Bounds addressed the Board. on this matter.

OFF AGENDA ITEM

  Supervisor Sieglock brought up an emergency agenda item regarding temporary restriction of use for the Mokelumne River.   The board voted to place the item on the agenda.                                Sieglock/Mow/5  B-06-867

The Board approved the Emergency Resolution Establishing a Temporary Restriction of Use of the Mokelumne River between McIntire Road Fish Hatchery and the Bruella Road Bridge and Between Woodbridge Dam and Peltier Road.  Approved.  Sieglock/Mow/5  R-06-463

 

CONSENT ITEMS

Consent Item:               #7 – In response to Supervisor Sieglock, Director of Public Works Tom Flinn went into detail on Asembly Bill 1665.

Consent Item:               #11 – In response to Supervisor Mow, County Administrator Manuel Lopez and Sheriff-Coroner Robert Heidelbach explained the Jail Needs Assessment and what it entailed.  Supervisor Gutierrez reported that the Blue Ribbon Committee, in which he is a member, is going to make recommendations soon regarding this matter.

Cary Martin addressed the Board on Consent Health & Human Services #1.  Mr. Martin raised the question that this item is required to go before the Mental Health Board prior to the Board of Supervisors.  He stated that the next meeting of the Mental Health Board is August 16.  Bruce Hopperstad, Director of Behaviorial Health Services, stated that this item is not required to go before the Mental Health Board.  County Counsel Terrence Dermody said that he will look into the matter and advise the Board in one week.  Reverend Bob Hailey addressed the Board regarding Consent Item #11.

PUBLIC COMMENT

Reverend Bob Hailey addressed the Board regarding the trial in the matter of Mondez Denmon.

ToCan Nguyen addressed the Board on various matters.

Public Comment (continued)

Virgil Craig Palmtag addressed the Board regarding the closure of the Mokelumne River.  Supervisor Sieglock explained to Mr. Palmtag the temporary closure of the Mokelumne River.  Mr. Palmtag was referred to contact the Sheriff regarding removing snags from the river.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez requested information on parking downtown for employees.  He also brought up the matter of purchasing coveralls for the four workers at the Harney Lane Landfill who are handling the carcasses of cattle.

County Administrator Manuel Lopez will provide an update to the Board regarding the parking matter.  He stated that he will speak with the Public Works Director with respect to the safety issue of the landfill workers.

Chairman Marenco commented on the parking issue and said that he had read in the paper that the Court employees receive free parking.  He would like an overview of how many employees countywide don’t have free parking. 

Supervisor Ornellas said that he would like to know how many head of cattle have been delivered to the landfill to the present day and when the emergency is over.     

Supervisor Mow asked where are we with respect to Proposition 63 and when would the Board receive a report on the airport issue.  County Administrator Manuel Lopez said that staff would inform the Board when they hear from the state.  The airport issue will be on the agenda for August 22.
