A motion was made by Supervisor Sieglock for a term of 4 ½ years for the 2nd and 4th District appointments.  Sieglock/Mow/2; Ornellas/Mow/Gutierrez-No  Motion Failed.

A second motion was made to add language to Section 9-205.4(c) of the proposed ordinance which relates to vacancies and removal. The added language is as follows: A vacancy in the office of Planning Commissioner shall occur upon the vacancy in the office of Supervisor of the Supervisorial District from which the Planning Commissioner member is appointed.  Gutierrez/Mow/5

PUBLIC COMMENT

ToCan Nguyen addressed the Board on various matters.

Ed Flaiz addressed the Board on the San Joaquin Regional Transit District

Geogianna Reichelt addressed the Board on various matters.

Frank Rodriguez thanked the Board for the funding of community centers.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ornellas stated that his office has been doing research on the possibility of making our airport an airport commission.  He will report back to the Board in the near future with additional information. 

Supervisor Gutierrez informed the Board of a serious gang and juvenile delinquent issue that has taken hold of the community of Boggs Tract.  He has solicited the assistance of the District Attorney’s Office, Sheriff’s Department and the Stockton Police Department. Supervisor Gutierrez also plans to contact the Probation Department.  Supervisor Gutierrez stated that he will pull all of the resources together to try to address the problem. 

Supervisor Gutierrez commented on the private methadone program providers.  He stated that the information he is receiving is that these private providers do not have the ability to serve the population that the county had been serving.  He requested information on how many individuals have been turned away from the private substance abuse programs for their inability to pay, lack of beds, or because of the complexity of Proposition 36 paperwork involved.  County Administrator Manuel Lopez stated that he would look into this matter and report back to the Board.

In response to Supervisor Mow, County Administrator Manuel Lopez stated that the land use issues surrounding the Stockton Metropolitan Airport would be on the agenda for the July 25, 2006, Board Meeting. 

Supervisor Sieglock asked if airport directors from other airports could be invited to the July 25 Board Meeting so that the Board could receive viewpoints from outside airport directors. Supervisor Ornellas stated that he felt that this item should be a broad discussion.
