PUBLIC COMMENT
ToCan Nguyen addressed the Board.
Larry Baker addressed the Board regarding the Beyond Incarceration
program at the Jail. He introduced Thomas Abdu Salim who developed a
program “I want my life back” that he has taken into the prisons.
BOARD OF SUPERVISORS QUESTIONS AND
COMMENTS
Supervisor Ornellas stated that the illegal dumping of garbage in the
county areas continues to be a problem.
He inquired if we could plan for an advertisement campaign to let people
know that this dumping is illegal.
County Administrator Manuel Lopez stated that this could be accomplished
in several arenas as well as it could be undertaken as an assignment for a new
Public Information Officer that will be hired in the near future.
Supervisor Ornellas asked if there was any way the Board could get out in
front of the issue of the jail expansion rather than waiting for the election
of the new Sheriff. He stated that there
is the issue of cost, who is going to pay for it, is it going to be a bond
issue the entire county pays for, and the costs for staffing the
expansion.
Supervisor Mow inquired as to whether the allocated funds for individual
Board Members could be used to pay for billboards for an advertisement campaign
regarding illegal dumping. County
Administrator Manuel Lopez stated that those funds could be used for this
purpose.
Supervisor Gutierrez stated that for the budget hearings he is requesting
$200,000 under supplemental funding for the Healthy Smiles program. Supervisor Gutierrez provided binders to
Board Members and staff containing information on the Healthy Smiles program
County Counsel Terrence Dermody stated that he was going to advise the
Planning Director to postpone the July 6 Planning Commission meeting until July
20 because there would not be time to resolve the appointment issue before July
6. He explained that you have an
ordinance. To amend the ordinance you
have to introduce and waive reading and adopt it at the next one or read the
ordinance next week but it doesn’t go into effect for another 30 days after
that. You have appointments that have to
be made next week or you have three vacancies.
It would be better to postpone that one until the 18th and
get an ordinance in place that gives the Board the authority to make the
appointments that they want.
