PRESENTATIONS

9:00 a.m. - bos - Proclamation Proclaiming May 21-27, 2006 as "National Public Works Week" in San Joaquin County.  Public Works Director Tom Flinn introduced Deana Donohue, Secretary of the Sacramento Chapter of the American Public Works Association.  Vice Chairman Mow presented Ms. Donohue with a proclamation.  Mr. Flinn announced and introduced Vivian Aguilar and Felipe Maldonado as San Joaquin County Public Employees of the Year for 2005.

 

 

 

 

SCHEDULED MORNING ITEMS

9:00 a.m. - bos - Presentation on the California State Association of Counties (CSAC) Programs  Available to Counties by Laura Lee and Tom Sweet of CSAC.  Mr. Sweet and    Ms. Lee addressed the Board and distributed material to Board Members.

9:00 a.m. - bos - Informational Presentation on the Annual Lawnmower Exchange Program.  Supervisor Sieglock introduced Jamie Holt of the San Joaquin Valley Air District who addressed the Board regarding this program.

9:00 a.m. - ag/comm - Presentation of the 2005 Annual Crop Report by Scott Hudson, Agricultural Commissioner.  Agricultural Commissioner Scott Hudson responded to questions and comments from Board Members.

CONSENT ITEMS

Consent Items:  #6, 9, 14, 23, 24, & 32 – Pulled for discussion.

Consent Item:               #6 – Supervisor Sieglock stated that he did not have a problem with this item.  He commented that if we are going to extend this 5 years then maybe we should be making the hospital more efficient in other ways.  Health Care Services Director Ken Cohen addressed his comments.

Consent Item:               #9 – Supervisor Sieglock stated that we not use General Fund monies or Hospital Enterprise Funds to supplement this service.  If it gets to the point where there are not enough revenues to cover the costs, Supervisor Sieglock expressed that he hoped Health Care Services Director Ken Cohen would come to the Board and cut the program.  Vice Chairman Mow stated that we should have some guidelines and/or a policy to address this issue on a countywide basis.  County Administrator Manuel Lopez said that he would come back to the Board in a couple of months with recommendations.  Supervisor Gutierrez commented that we do need this type of service in the basement of the courthouse.  He also commented on the lighting and the bathrooms.

Consent Item:               #14 – Supervisor Sieglock stated that he appreciated the report from Assistant Sheriff Steven Moore.  He commented that he does not have good numbers from East Bay MUD regarding the water levels and would like a better handle on the information.  Captain Jess DuBois, Sheriff’s Office addressed the Board regarding this matter.

Consent Item:               #23 & 24 – Supervisor Ornellas inquired about the compensation of the Planning Commission and the Retirement Board.  County Counsel stated that it was State Law for the Retirement Board and that he would look into the Planning Commission.  Vice Chairman stated that he felt that the terms of the Planning Commission should coincide with the terms of the Board Members.  County Counsel Terrence Dermody said that the Board could change the terms.  Additionally, he stated that he would come back to the Board with a report that would include the practices of other counties.

Consent Item:               #32 – Paul Sensibaugh, Mountain House Community Services District General Manager, and Attorney Mike McGrew responded to Supervisor Sieglock’s question regarding clarification of this item.  In response to Vice Chairman Mow, County Counsel Terrence Dermody stated that the only change to the documents would be the addition of the language read into the record by Attorney Mike McGrew.

ToCan Nguyen addressed the Board.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ornellas read into the record a letter dated May 15, 2006 from Aeromexico to Airport Director Barry Rondinella.  He found the letter to be very troubling.  Supervisor Sieglock suggested that the Board have a discussion on the Tidewater Crossing Project.  Vice Chairman Mow stated that the land issues can be addressed and then proceed with other issues for discussion.  Supervisor Gutierrez said that he also supports the idea that this matter be placed on a future agenda.  Supervisor Ornellas added that if the Board is going to discuss the impact of Tidewater, then the Board should also discuss everything that is going to be planned around the airport.  County Administrator Manuel Lopez said that he would ask the Community Development Director and the Airport Director a timeline when this matter can be brought to the Board for discussion.
