PRESENTATIONS

9:00 a.m. - bos - Proclamation Proclaiming May 8-12, 2006, as "Juror Appreciation Week" in San Joaquin County.  Vice Chairman Victor Mow presented the proclamation to The Honorable Richard Guiliani, Presiding Judge of the Superior Court, and to Rosa Juniqueiro, Executive Officer and Jury Commissioner.  Judge Guiliani and Mrs. Juniqueiro addressed the Board.

9:00 a.m. - bos - Proclamation Proclaiming May 2006 as" Water Awareness Month" in San Joaquin County.  Vice Chairman Victor Mow presented the proclamation.  Public Works Director Tom Flinn introduced Kristen Coons, Program Coordinator for Stockton Area Water Suppliers (SAWS), and Dr. Mel Lytle of the San Joaquin County Public Works Water Resources Division.  Ms. Coons and Dr. Lytle addressed the Board.  Dr. Lytle also introduced Courtney Vasquez, Stormwater Project Coordinator of the Stockton Municipal Utilities District, and Regina Coe, Water Conservation Coordinator for California Water Service.

9:00 a.m. - bos - Proclamation Proclaiming May 2006, as “ Foster Care Month” in San Joaquin County.  Vice Chairman Victor Mow presented the proclamation to Dave Erb, Deputy Director of Children Services, Human Services Agency.  Mr. Erb addressed the Board and introduced Foster Care parents Kari Shipman, Barbara Lamar, Joni Montalavage and Antonio Thomasson.

Consent Item:               #4 – Human Services Agency Director Joe Chelli responded to questions from Supervisors Sieglock, Mow and Ornellas regarding the specifications of the refrigerator freezer, the amount of food distributed,  and the meaning of duplicate count.  Supervisor Gutierrez thanked Mr. Chelli for his assistance on this matter.  Supervisor Gutierrez acknowledged Mayor Ed Chavez and City of Stockton staff for their contribution.

Consent Item:               #6 – Human Services Agency Director Joe Chelli and Health Care Services Director Ken Cohen responded to questions and concerns from Supervisors Sieglock, Gutierrez and Mow regarding as to whether or not the county should be in the coffee shop business, and if this was a situation where the county could lease out to a private business.  Board Members requested more information.  Continued for two weeks.

2.                  ag/comm - Oral Report on Impact of Excessive Spring Rains on San Joaquin County Agriculture.  Ag Commissioner Scott Hudson updated the Board on this matter.

3.                  air - Oral Report - Update on Airport Issues.     Airport Director Barry Rondinella updated the Board on this matter.  The Board rescinded the authority issued February 28, 2006, on Board Order 06-227, to purchase a 1989 Emergency – One Titan (4x4) Aircraft Rescue fire-Fighting vehicle for the Airport Safety Division at the Stockton Metropolitan Airport.  Mow/Gutierrez/4;  Marenco-Absent   B-06-562

ToCan Nguyen addressed the Board.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ornellas received a copy of a letter addressed to the Chairman from the Farm Bureau asking that they be appointed the organization responsible for building the official San Joaquin County Exhibit at the 2006 State Fair.  Last year the county contributed $2,500.  County Administrator Manuel Lopez stated that this matter would be placed on an upcoming agenda for action by the Board.

Supervisor Sieglock informed the Board of the news that the air district is in compliance in PM10 standards and that we are making progress in cleaning up the air in the eight-county district which includes San Joaquin County.

Supervisor Sieglock stated that COG is requesting that the Board adopt the Measure K Renewal Expenditure Plan.  He requested that the matter be placed on the agenda prior to the next COG meeting.  Supervisor Sieglock felt that the matter should be on the agenda by May 23.  Supervisor Gutierrez said that he recently spoke with Chairman Marenco regarding this matter.  Chairman Marenco had indicated that he was okay with this item being agendized. 

Supervisor Sieglock requested an update report on the hospital finances.  Vice Chairman Mow also concurred that it is time to receive a report.
