PRESENTATIONS

 9:00 a.m. - bos - Proclamation Proclaiming the Months of April and May 2006 as "One Book, One San Joaquin 2006."  Natalie Rencher, Director of Library Services, accepted the proclamation and addressed the Board.  She introduced the following individuals that were in attendance:  Ann Stevens, Chairman of the “One Book, One San Joaquin” Committee; Jane Cook, Library Division Manager at Chavez Central Library; Susan Spracher, Executive Director for the Library and Literacy Foundation of San Joaquin County; and Vince Perrin, President of the Stockton Friends of the Library.

Consent:                       #2 & 3 – Substance Abuse Services Deputy Director Frances Hutchins responded to Supervisor Mow’s questions regarding what changes have been made between this year and last year, have we added or eliminated providers from last year, and have the judges had the opportunity to review the contract, and what was their opinion of it.

                                    Supervisor Gutierrez requested information as to why the eastern medicine component (Teresa Chan/acupuncture) was not considered to be part of the Prop. 36  Program.  He also wanted to know when did the agreement with Teresa Chan begin.

Consent:                       #18 - EEDD Director John Solis responded to Supervisor Sieglock’s questions regarding the funding increase and the additional youth being served.

Consent:                       #19 – Human Resources Director Don Turko and Director of Environmental Health Donna Heran responded to Supervisor Sieglock’s questions regarding the reasons for the reorganization and recommendations.  CONTINUED TO MAY 9, 2006.

PUBLIC COMMENT

Woody Alspaugh and ToCan Nguyen addressed the Board on various matters.

 

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

In response to Mr. Alspaugh, Supervisor Sieglock stated that 30 percent of Measure K funds will go to alternative forms of transportation such as bus systems and rail.

Supervisor Sieglock informed the Board of the groundbreaking of I-205 on Friday, April 28, 2006, and invited them to the ceremony.

Supervisor Sieglock stated that often times there are discussions regarding issues of race and sometimes religion that come before the Board.   Supervisor Sieglock pointed out that he learned in his church recently of North Korean Freedom Week from April 23 through April 29, 2006.  He cited the many injustices occurring in North Korea who is the number one violator of human rights in the world.  Supervisor Sieglock said that he recognizes that there are problems in our country but sometimes it is good to have a perspective on the world and what goes on, as well as to remember those persecutions that take place around the world, and may they never take place in America.

Supervisor Mow commented that the Board had a good discussion on reorganization and succession planning.  He emphasized that he hoped that when the county looks at succession planning that we do not focus on the top end but also look at the whole organizational structure.  He also requested that in future discussions regarding succession planning that an organizational chart be included.  County Administrator Manuel Lopez concurred.

Supervisor Ornellas asked if the Board could receive a report from Ag Commissioner Scott Hudson regarding an agriculture update as a result of the rainy season our county has experienced.  County Administrator stated that he would contact the Ag Commissioner.

Supervisor Gutierrez informed the Board of the Oath of Office ceremony for Jose Alva to the Superior Court Bench held on Monday, April 24, that he and Supervisors Sieglock and Mow  attended.

Supervisor Gutierrez also informed the Board that he had received an email from COG Director Andrew Chesley in regards to Measure K.  He was very pleased that Mr. Chesley contacted him requesting what he would like to see to support Measure K.  Supervisor Gutierrez told Mr. Chesley that Boggs Tract was still a big issue to him.  He suggested to Mr. Chesley that it would be comfortable to him if there was language in the ballot statement regarding Boggs Tract.    

Supervisor Gutierrez requested that the community centers submit to him a list of what they would like to do this summer with the youth component.  He requested a contact for the Delta Islands School.           

Board of Supervisors Questions and Comments (continued)  

Supervisor Gutierrez asked County Administrator Lopez about art in public places.  He suggested putting a mural on the west end of the County Courthouse of the previous Courthouse. 

Supervisor Gutierrez stated that he represents the Board on the Port of Stockton Commission.  Supervisor Gutierrez brought up the question of a one-way exit from the Port of Stockton property.  If the Port of Stockton wanted to relieve truck traffic on Washington Street, they could, on their property, limit truck traffic going out of the port on Washington Street and send it back through Navy Drive.  The trucks will still be able to exit and it would cut the truck traffic in half on Washington Street.  There are no homes on Navy Drive.  Supervisor Gutierrez said that he had recommended this change in the past.

In response to Supervisor Mow, County Administrator Manuel stated that we do not have funding for public art. 

Chairman Marenco commented on the traffic congestion on I-205 and that adding one more lane would not be adequate.
