Consent Item:               #10 – Public Works Director Tom Flinn and Public Works Business Administrator Roger Janes responded to questions from Board Members.  Reverend Bob Hailey and ToCan Nguyen addressed the Board on this matter.  After a lengthy discussion of this matter, the following actions took place:

a.                   Supervisor Mow made a motion to adopt a Resolution to (1) Award contract for the Wilson Way Bridge Rehabilitation (across Stockton Diverting Canal) to MCM Construction, Inc., for the low bid of $2,289,412.80 and a contingency amount of $228,987.20; and (2) Authorize the Director of Public works to approve and execute Contract Change Orders within the approved funding allocation for the Project.  Supervisor Ornellas seconded the motion.  The motion failed.  Mow/Ornellas/2-3; Sieglock, Gutierrez and Marenco – No.

b.                  Supervisor Sieglock made a motion to reconsider the matter and Supervisor Mow seconded the motion.  The motion failed.  Sieglock/Mow/2-3; Ornellas, Gutierrez and Marenco – No.

c.                   Supervisor Ornellas made a motion to reject all bids and Chairman Marenco seconded the motion.  The motion passed.  Ornellas/Marenco/3-2; Mow and Sieglock – No.

PUBLIC COMMENT

ToCan Nguyen addressed the Board.

Cary Martin invited Board Members to a Public Hearing regarding the San Joaquin Mental Health Services Draft Plan scheduled for April 24, 2006 at 1212 North California Street in Stockton. 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez commented that he wanted the public to know that the Board does not condone any racial comments made during Board meetings.

Supervisor Ornellas asked if the Board could agendize the entire airport issue in the near future,  i.e., status of the cargo airplane, the customs project and Aero Mexico.  In response to Chairman Marenco, County Administrator Manuel Lopez stated that he would arrange for the Airport Director to give the Board a status report at an upcoming meeting.
