Chairman Marenco welcomed the City of Stockton Council Members and
Supervising Deputy Clerk Dora Sidrian. Applicants Joni D. Bauer, James Barbour, and
Carol Ann Pinkins addressed the Board and responded to questions from Board
Members and City Council Members.
Supervisor Mow made a motion to appoint Joni D. Bauer and Vice Mayor
Giovanetti seconded the motion.

PUBLIC COMMENT
ToCan Nguyen addressed the Board.
Cary Martin, Chairman of the Mental Board, addressed the Board regarding the Mental Health Act. He informed the Board of a public hearing on April 24, from 2:00 to 5:00 p.m. in Conference Rooms A & B at 1212 N. California Street. He extended an invitation to each of the Board Members. Mr. Martin stated that there have been 5,000 participants in their outreach process.
BOARD OF SUPERVISORS QUESTIONS AND
COMMENTS
Supervisor Gutierrez expressed
his concern to Mr. Cary regarding the outreach process and asked if any of the
5,000 participants were repeats.
Supervisor Gutierrez stated that he has a number of county employees that
have contacted him regarding all kinds of concerns. He would like to receive something in writing
as to how can a county employee approach a Board Member without violating any
rules, policies or regulations. County
Counsel Terrence Dermody stated that he would be happy to furnish the Board a
memo with respect to this matter, however, it would take some time. He added
that if the Board adopted a policy or procedure that the matter may involve
Labor Relations.
Supervisor Mow said that he has been receiving telephone calls regarding
a rise in rural crime, particularly in the Delta Islands/Bacon Island. He said that a meeting of the property owners
is scheduled for April 5 at a packing shed near Holt School. In response to Supervisor Mow, County
Administrator Manuel Lopez said that he understood that the Sheriff’s Office
would be at the meeting, and that there may be other representatives from
county departments.
