SCHEDULED MORNING ITEMS

9:00 a.m. -  A.  mhcsd - Adopt an Ordinance Regulating the Use of Public Parks.                         (Said Ordinance Introduced & Waived on 3/14/06).  Mountain House Community Services District General Manager Paul Sensibaugh and Attorney Michael McGrew addressed the Board on this matter and responded to questions from Supervisor Ornellas.  Approved.  Mow/Ornellas/5   Ordinance #4287

B.     mhcsd - Public Hearing Regarding Approval of the Mountain House Community Services District's Fields and Facilities; and Adopt a Resolution Establishing Mountain House Community Services District Fees for the Use of Park and Recreational Facilities. (Continued from March 14, 2006 with the Hearing Open).  Mountain House Community Services District General Manager Paul Sensibaugh and  Attorney Michael McGrew responded to questions from Board Members.  ToCan Nguyen addressed the Board regarding

      A)  Boggs Tract Community Center Advisory Board - 2 Positions.                           (Contd from 2/14/06)  Supervisor Gutierrez requested that these two positions be brought back to the Board when the Clerk of the Board receives applications.

      B)  Drug & Alcohol Programs Advisory Board - 1 Position. Clerk of the Board to Readvertise Position.

PUBLIC COMMENT

Duane Isetti, Chairman of United Way, addressed the Board regarding a survey of the Economic Impact of  Non-Profit Organizations on the San Joaquin County Economy.  Mr. Isetti also introduced Andy Prokop, President of United Way and Tim Viall, Head of the Emergency Food Bank and who Executive Director of the non-profits.

Cary Martin addressed the Board regarding the process of growth at the Stockton Metropolitan Airport and previous public hearings held in each of the Supervisorial Districts regarding the Mental Health Service Act/Prop. 63.  Mr. Martin extended invited the Board to an upcoming public hearing to be conducted by the Mental Health Advisory Board.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez stated that he had mentioned at the previous Board Meeting the matter of the Information Systems Division’s movement to integrate all County departments into the system.  He understood that there was a consultant that did a review promoting the implementation of the consolidation.  Supervisor Guiterrez requested to see the report and to receive information regarding the concerns he raised.

Supervisor Gutierrez requested support from Board Members to approve $10,000 to promote “Select San Joaquin” of our agriculture products.  He requested assistance from the County Administrator to facilitate this request.

Chairman Marenco requested that the information regarding the Information Systems Division be shared with all Board Members. County Administrator Manuel Lopez gave background information on this matter. He reported that he and the Interim Information Systems Director met with a number of departments and acknowledged their concerns.  Mr. Lopez assured the departments that it was not his or the Interim Information Systems Director’s intention to diminish any department’s ability to provide services.  Mr. Lopez stated that he will bring a report back to the Board.

Supervisor Sieglock brought up the matter of placing the Measure K Expenditure Plan on the Board’s agenda for discussion by the Board.  After some discussion, Chairman Marenco stated that it would be placed on an upcoming agenda.  Supervisor Sieglock emphasized that he would like the matter placed on the agenda prior to the next Council of Governments meeting in April.

Supervisor Ornellas asked if the Board ever received a report on how beneficial was the “Select San Joaquin”.  Supervisor Gutierrez said that he will make sure the Board receives a  report from the Ag Commissioner.

Supervisor Ornellas said that he was told by individuals watching the Board Meeting on the internet that Supervisors Mow and Gutierrez cannot be heard.  County Counsel Terrence Dermody explained that it is important for Board Members to get as close to the microphone when speaking. He also addressed other problems with the microphones.  County Administrator Manuel Lopez assured the Board that staff will continue to work on the problem.
