9:00 a.m. -       cdd - Public Hearing Regarding Adoption of an Ordinance Amending the San Joaquin County Ordinance Code by Adding Chapter 6 to Division 1 (Fire Prevention) Title 4, Concerning Abatement of Hazardous Weeds and Rubbish in the Unicorporated Areas of San Joaquin County.  Community Development Director Kerry Sullivan, Fire Marshal Steve Daltorn, and ToCan Nguyen addressed the Board on this matter.  Approved.  Gutierrez/Mow/3; Sieglock/Ornellas–Absent  Ordinance #4286

9:00 a.m. -       mhcsd - Public Hearing Regarding Approval of the Mountain House Community Services District's Fields and Facilities Use Policy and Guidelines for Reserving Athletic Sporting Fields and Facilities; and Adopt a Resolution Establishing Mountain House Community Services District Fees for the Use of Park and Recreational Facilities.  Paul Sensibaugh, General Manager of Mountain House Community Services District, and ToCan Nguyen addressed the Board on this matter.  Continued to March 21, 2006, at 9:00 a.m. with the Hearing open.

PRESENTATION

9:00 a.m. -       bos - Proclamation Proclaiming March 2006 as “Social Worker Appreciation Month” in San Joaquin County.  Chairman Marenco presented the proclamation to Dave Erb, Deputy Director of the Children’s & Adult Services, Human Services Agency.  Mr. Erb addressed the Board.

Consent Items:              #5 and #9 – Chairman Marenco announced that these consent items were being pulled from the agenda as they required 4/5ths vote.  The items would be on the 3/21/06 agenda.

Consent Item:               #3 – Director of Human Services Agency Joe Chelli responded to questions from Supervisor Mow.

Consent Item:               #10 – Chairman Marenco read a memorandum from Supervisor Ornellas that stated he would not be in attendance at the March 14 Board Meeting due to being called to Federal Jury Duty in Sacramento.  Supervisor Ornellas requested that his concerns regarding Consent Item #10 be addressed.  The Board agreed to hold the matter over to the afternoon session in order to allow Supervisor Ornellas time to be in attendance.

Ursula Meyers addressed the Board and invited them to an upcoming event on March 16 whereby the subject is Openness of Government.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Board Members congratulated Attorneys Jose Alva and Ron Northrup for being appointed to  Superior Court.

Supervisor Mow reported that he had attended a City of Stockton workshop on the Stockton Agricultural Mitigation Fee Nexus Study on March 13, 2006.

Supervisor Ornellas requested from County Counsel a report regarding Mountain House becoming an independent entity.

Supervisor Gutierrez requested that the County Administrator send out a memo to all departments regarding a number of cars of employees, who are working after hours, that are being broken into.  County Administrator Manuel Lopez stated that a memo was sent out to departments the previous week.  

Supervisor Gutierrez also commented that the Ad Hoc Agricultural Mitigation Fee Committee is close to bringing a report to the Board

Supervisor Mow reported on a meeting he recently attended in Kern County regarding the growth in our valley.  He also commented on the Smart Growth proposals that were adopted in November of 2005 by the San Joaquin Valley Supervisors Association.
