Regarding Its Operation. Trustees Gary
Christopherson and Tim Hachman addressed the Board and submitted a schedule of
the San Joaquin Historical Society and Museum’s Meetings and Events Calendar.

Schematic Design, Preliminary Budget and Schedule and Architectural Services
Agreement for the San Joaquin County Agricultural Center Project. County Administrator Manuel Lopez, Assistant
County Administrator Vic Singh, Project Architect Gus Fisher, Senior Deputy
County Administrator, Rod Kawano, and Consultant
Steve Keeter, of Construction Planning Group, Bud Bensley, Joe Peterson, Mike
Robinson, ToCan Nguyen, and Bruce Blodgett, Executive Director, of San Joaquin
Farm Bureau, addressed the Board on this
matter. The Board (1) Received the
schematic design and directed staff to make modifications for the Board’s
future consideration, approved the preliminary budget and schedule for the San
Joaquin County Agricultural Center Project; (2) Approved and authorized the
Chairman to sign the agreement for architectural and engineering services with
Dreyfuss & Blackford Architects in the amount of $1,096,611; (3) Directed
staff to proceed with Phase I construction documents; and (4) Directed staff to

Midyear Budget Report & Preliminary Review of 2006-2007 State Budget
Impacts. County Administrator Manuel
Lopez gave a report to the Board. Human
Resources Director Don Turko and ToCan Nguyen also addressed the Board on this
matter. The Board received and filed
the report on the expenditure and revenue year-end projections made at the end
of the second quarter (December 31, 2005) of the 2005-06 fiscal year; (2)
Approved an appropriation increase of $823,000 to the Registrar of Voters
budget to fund the unbudgeted costs of the November 2005 Special Election, and
partially offset the increase with reimbursements from special districts
totaling $180,000; (3) Approved an appropriation increase of $568,000 to the
Correctional Health Services budget to fund the unanticipated and/or unbudgeted
operating expenses and inmate medical costs; (4) Approved the transfer of
$1,211,000 from the Reserve for Contingencies to fund the
unbudgeted/unanticipated program Net County Cost for November 2005 Special
Election and inmate medical services; and (5) Directed the County Administrator
