Consent Item:               #5 – Robin Moore, Equal Employment Opportunity Program Manager, responded to Supervisor Mow regarding what are we doing in our recruitment efforts to attract more Hispanics and Black males to the County workforce.   

Consent Item:     #7 – Cary Martin, representing Karl Ross Post, addressed the Board and requested their support of the recommended guidelines.

                                   Supervisor Gutierrez made a motion to approve the Procedural Guidelines for Flying the Flag as recommended by staff.  Chairman Marenco seconded the motion. 

Supervisor Sieglock offered an amendment to the motion that would leave out “whose parent(s)/guardian(s) or spouse live in San Joaquin County at the time of the death of the serviceman or woman may be honored” under B. 1. of the guidelines.  The motion was seconded by Supervisor Mow.  Approved.  Sieglock/Mow/3; Gutierrez and Marenco – No.

The Board subsequently voted to approve the guidelines as amended.  Approved.  Ornellas/Mow/Sieglock – Yes; Gutierrez and Marenco – No.

DISCUSSION - HEALTH & HUMAN SERVICES

1.                  hcs - Oral Report on the Implementation of the State Medi-Cal Hospital Payment Demonstration Project (Waiver) and its Effect on Cash Flow at San Joaquin General Hospital.  Ken Cohen, Director of Health Care Services, briefed the Board on this matter. 

DISCUSSION - GENERAL GOVERNMENT

1.                  cc - County Counsel Report on AB 1234 Public Officer and Employee Reimbursement Policy and Procedures and Ethics Training.  County Counsel Terrence Dermody briefed  the Board on this matter.  The Board (1) Received and filed the report; (2) Directed the development of updated expense reimbursement policies and procedures to be considered for adoption by the Board and; (3) Designated Department Heads and Assistant Department Heads as other officials and employees subject to AB 1234 ethics training.    Sieglock/Gutierrez/5  B-06-123

2.                  cc - Amendment to Council of Governments’ Joint Powers Agreement: County Counsel Report on Brown Act Issues Raised by Board of Supervisors.  County Counsel Terrence Dermody briefed the Board on this matter.  The Board approved to place on the   February 7, 2006 Board Agenda for vote of the Board the proposed Amended Joint Powers Agreement of COG, and to place on the agenda a proposed resolution dealing with the residency of the appointees from the Board of Supervisors to the COG Board, and to place on the agenda a proposal by way of a resolution or a proposed amendment to the COG agreement a mechanism whereby one of the three appointees from the Board of Supervisors to the COG Board would be required to recuse him or herself from consideration of matters before the COG Board which are also within the jurisdiction of the Board of Supervisors.  Sieglock/Mow/5

PUBLIC COMMENT

Deborah Marroquin addressed the Board regarding a matter with the Sheriff’s Department.

ToCan Nguyen addressed the Board on various matters.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez inquired as to the status of the services provided by the Department of Aging for the operation of the coffee shop in the basement of the Courthouse.  County Administrator Manuel Lopez stated that a report would be forthcoming to the Board within a few weeks.

 

Board of Supervisors Questions and Comments (continued)

Supervisor Mow wished a Happy New Year to the Asian and Chinese community and stated that it is the Year of the Dog.  Supervisor Mow also reported on a recent prenatal summit that  he attended. 

Chairman Marenco brought to the attention of the Board an article in the January 30, 2006 issue of the San Francisco Chronicle titled “Floodplain Development Questioned.”  He thought the members of LAFCO should have a copy and requested the County Administrator to furnish them a copy. 

Chairman Marenco requested that staff report back to the Board regarding the comments made by Deborah Marroquin who spoke under Public Comment regarding the Sheriff’s Department.

Supervisor Sieglock referenced the recent information given to Board Members regarding overtime by county employees.  Supervisor Sieglock also expressed appreciation to Human Services Director Joe Chelli for his report regarding the County’s General Relief Fund.
