PRESENTATIONS
9:00 a.m. – On behalf of
the Board, Supervisor Ornellas presented a plaque to the Tracy National Little
League 11 and 12-year-old Majors Team that was the 2005 Northern California
Little League State Champions and Finalist in the 2005 Little League Western
Regional Semifinal Playoffs held in San Bernardino, California. He introduced Manager Emmett Lee and team
members Alex Flores, Mike Hager and Joshua Wesely. Manager Lee addressed the Board.

& #16 – Jose Rodriguez, Executive Director of Council for the Spanish
Speaking, addressed the Board on this matter.
Mr. Rodriguez expressed his concern that the request for funding did not
follow the procedure that is normally
used. First Five San Joaquin Program
Coordinator responded to questions from Supervisors Gutierrez, Mow and Sieglock
regarding the process.

– Health Care Services Director Kenneth Cohen responded to questions from
Supervisors Sieglock and Mow regarding uncompensated care.
Consent Item: #4
– Supervisor Sieglock stated that he did not object to this item. However, he wanted to be assured that this
was not an opportunity for a casino.
Human Services Agency Director Joe Chelli stated that he could only
address the services aspect of this item.
Jorge Lopez from the Washoe Tribe
assured the Board that the Washoe Tribe does not have a casino, will not have a
casino and absolutely does not intend to build a casino in

regarding the loan request of Terry and Karen Miller.

– Supervisor Gutierrez stated that he was hoping to see a job description for
the Head Start Grantee Director. County
Administrator Manuel Lopez said that he would furnish copies to the Board and
provide periodic reports to the Board.
Supervisor Mow expressed his concern of the administrative costs and
less money spent on the children.

Woody Alspaugh addressed the Board regarding various matters.
ToCan Nguyen addressed the Board.
BOARD OF SUPERVISORS QUESTIONS AND
COMMENTS
Supervisor Mow brought up several items:
(1) That there be a full report to the Board at a future meeting
regarding the policy of the county for public records; (2) That there be a
follow-up on the matter regarding a meeting with the City of Stockton on the
issue of the airport; (3) That
staff look into the matter of vicious dogs, i.e., strengthen our penalties and
fines; and (4) That the growth principles adopted by the San Joaquin Valley
Supervisors Association at its
Board of Supervisors Questions and Comments (continued)
November 2005 meeting be included in
Supervisor Gutierrez also expressed his concern about vicious and loose
dogs. He indicated that he would like
the Community Development Department and Code Enforcement to come back to the
Board with a report regarding an ordinance on this matter.
Supervisor Gutierrez reminded staff that the Board has not received a
priority list from the Office of Emergency Services. County Administrator Manuel Lopez he expected
a report on this day.
Supervisor Gutierrez stated that he felt that any contractual
relationship that any county department has with anybody should contain a
clause on how confidential documents are going to be handled and destroyed.
Lastly, Supervisors Gutierrez and Ornellas expressed their thoughts on a
recent Editorial in The Record regarding the newly-elected Chairman of the
Board that included comments on the
