Proclaiming October 2005 as “Domestic Violence Awareness Month” in San Joaquin County. Chairman Gutierrez presented the
proclamation to Maureen Wilson from the Women’s Center of San Joaquin. Ms. Wilson addressed the Board.

Budget Impacts & Recommended Adjustments to the Fiscal Year 2005-2006
County Budget County Administrator
Manuel Lopez gave a report on this matter.
Stephanie Batey of SEIU and ToCan Nguyen also addressed the Board on
this matter. (4/5ths Vote Required).
Motion failed to approve staff recommendations. Mow/Sieglock/3-2; Marenco &
Gutierrez-No Chairman Gutierrez stated
that the Chair will work with the County Administrator to come back to the Board
with modifications.

vso - Report on
September 14, 2005 VA Local Advisory Panel Hearing on Nursing Home and Regional
Clinic Facilities. Veterans Service
Officer Ron Green gave a report to the Board.
Cary Martin, ToCan Nguyen and Tino Adame, Past Karl Ross Post Commander,
also addressed the Board on this matter.
Approved staff recommendations.
Letter to the City of Tracy be modified to reflect Supervisors

COMMUNICATIONS
bos - Received and Referred all Board Communications this date as

PUBLIC COMMENT
James Young addressed the Board regarding cracks in the sidewalk near his
home. Chairman Gutierrez stated that
the matter will be referred to the appropriate City of Stockton department as
Mr. Young’s residence is located within the city limits.
ToCan Nguyen addressed the Board.
BOARD OF SUPERVISORS QUESTIONS AND
COMMENTS
Supervisor Ornellas asked if County Counsel could work with the Community
Development Department and give the Board a report on Specific Plan III if
Delta College does not locate at Mountain House. He also asked if there would be any cost to the County and what
public funds have been spent, to date, by Delta College for the Mountain House
site.
County Counsel Terrence Dermody informed the Board of the Delta College
Board of Trustees meeting scheduled for the evening of October 4, 2005.
