9:00 a.m. - bos - Proclamation Proclaiming October 1, 2005 as “Retired and Senior Volunteer Program (RSVP) Day” in San Joaquin County. Chairman Gutierrez presented the proclamation to Olivia Briesmeister, Coordinator of RSVP, and Cindy Snyder. Ms. Briesmeister and Ms. Snyder addressed the Board.
Chairman Gutierrez presented Supervisor Marenco with a 10-year County pin and certificate.

1. cao - Consideration of Relinquishment of Head Start Program. County Administrator Manuel Lopez, Deputy County Administrator Phil Brown, Gloryanna Rhodes and Robin Crowell addressed the Board on this matter. The Board voted to (1) Notify ACF that the County will not relinquish the Head Start Program; (2) Hire permanent Head Start staff for the County; and (3) Continue to monitor and administer the Head Start Program.
