Presentation - Update on Local Relief Efforts Regarding Hurricane Katrina. Ron
Baldwin, Director of Emergency Operations, Joe Chelli, Director of the Human
Services Agency, and Sharon Herrera of the Human Services Agency addressed the
Board on this matter.
PRESENTATIONS
9:00 a.m. - bos - Proclamation Proclaiming September 19-25,
2005 as "National Pollution Prevention Week" in San Joaquin
County. Chairman Gutierrez presented
the proclamation to Ron Addington, Chair of TOPPS (Targeted Opportunities to
Prevent Pollution in San Joaquin County).

2005 as “National Rehabilitation Week” in San Joaquin County. Chairman Gutierrez presented the
proclamation to the following individuals from the Physical Medicine &
Rehabilitation Unit at San Joaquin General Hospital: Dr. Junlong Ren, Medical Director, Jane Vink, Rehabilitation
Coordinator, Rachel Torres, Speech Therapy Department Manager, Mario Ruiz,
Occupational Therapist, Alicia McLelland, Physical Therapist, and Marcus Pitcock,
Recreational Therapist. Ms. Vink and
Mr. Ken Yasui, an ex-patient of the Physical Medicine and Rehabilitation Unit,
addressed the Board.

– Assistant Sheriff John Drummond and County Administrator Manuel Lopez
responded to questions from Supervisors Sieglock and Ornellas regarding
receiving a report on the commissary, the technician position overseeing the
funds, an annual audit report of the Inmate Welfare Fund, and a report on the
inmate clean-up crews.

ToCan Nguyen addressed the Board.
Richard Reyes Gallegos addressed the Board.
Betty Sconyers addressed the Board regarding the In-Home Supportive
Services Program and Health Care Workers.
BOARD OF SUPERVISORS QUESTIONS AND
COMMENTS
Board Members expressed their concern regarding the City of Tracy
submitting a proposal for the VA Clinic.
Chairman Gutierrez inquired if the Board could ask Veterans Service
Officer Ron Green to give a report to the Board. County Counsel Terrence
Dermody stated that if the Board wished to discuss this matter, a motion should
be considered to add it to the agenda.
A motion by Supervisor Mow and a second by Supervisor Ornellas was made
to add the matter to the agenda to discuss and receive input from staff. However, the motion failed.
Chairman Gutierrez said that the matter would be on an agenda at a later
date.
Supervisor Sieglock stated that the Veterans Service Officer could
provide Board Members information in a memorandum.
Supervisor Sieglock expressed his concern about Pardee, Camanche and New
Melones Dams and flooding downstream.
He said that maybe it is time to replace Pardee Dam as it is an old
structure. Supervisor Sieglock
suggested at this point Public Works and the County Administrator staff should gather
information regarding these concerns.
Supervisor Ornellas said that he is seeing trash dumped all over the
county. Supervisor Sieglock recommended that the Sheriff-Coroner report
to the Board on this matter.
Board of Supervisors Questions and Comments (continued)
Chairman Gutierrez brought to the attention of the Board that the matter
of presenting Certificates to the Mentor Partnership Program Participants had
been inadvertently left off the 9/20/05 Board Agenda. Therefore, the Board could vote to add the item on the agenda or
only two Board Members could attend the presentation. Chairman Gutierrez stated that he would plan to attend. Supervisor Marenco also said that he would
be in attendance.
