DISCUSSION - HEALTH & HUMAN SERVICES

1.                  hcs - Approval of Request for Proposal for Exclusive Emergency Ambulance Service.    Health Care Services Director Ken Cohen introduced newly hired Medical Services Director Dan Burch.  Mr. Cohen addressed the Board and responded to questions from Board Members regarding this matter.  Approved.  Sieglock/Marenco/5  B-05-808

2.                  hcs - Update on Federal Medi-Cal (Medicaid) Waiver.  Health Care Services Director Ken Cohen updated the Board and responded to questions from Board Members.  No action taken.

DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Report Regarding the Head Start Program and Recruitment of Community Representatives to the San Joaquin County Head Start Policy Council.  County Administrator Manuel Lopez gave an oral report to the Board.  Reverend Bob Hailey, Samuel Nunez, Augie Beltran, Ruth Beach, Janet Rivera, Summer Elmore, Deborah Hunley-Seabrooks, and Stephanie Batey addressed the Board on this matter.  The Board (1)  Accepted and filed the report regarding the San Joaquin County Head Start Program; (2)  Authorized the County Administrator to recruit for six community members to be appointed to the San Joaquin County Head Start Policy Council; and (3)  Initiated a transition of the Head Start Program to be relinquished to the Administration for Children and Families, Region IX (ACF), however said program is not to be relinquished without further Board consideration.                              Sieglock/Mow/5  B-05-811

PUBLIC COMMENT

Angel Picon addressed the Board regarding home health care workers.

 

Reverend Bob Hailey stated that he still has not heard from the District Attorney’s Office regarding the Mondez Denmon case.  In addition, Reverend Hailey requested that the Board find out what happened to a Manuel Garza who was recently booked into the San Joaquin County Jail and subsequently died after being taken to the San Joaquin County General Hospital.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Mow informed the Board that the Safely Surrender Baby information was now on the County’s web site.  He thanked the Human Services Agency and Human Services Agency Deputy Director Dave Erb for their efforts in this regard.

Chairman Gutierrez asked Board Members whether or not they had any thoughts of placing on next week’s agenda the item regarding Legislative Assistants that had been postponed from a previous Board Meeting.  After some discussion, Chairman Gutierrez stated that the matter would be placed on the July 19, 2005 agenda.  County Administrator Manuel Lopez said that a document would be prepared listing the various options available for discussion and to receive direction from the Board. 

In response to Supervisor Sieglock, County Administrator Manuel Lopez said that the report on the Sheriff Inmate Welfare Trust Fund would be on the July 19, 2005 agenda.

County Counsel Terrence Dermody announced that there was no “Closed Session.”
