PRESENTATIONS

9:00 a.m. -       bos - Proclamation Proclaiming the Month of April 2005 as “Sexual Assault Awareness and Child Abuse Prevention Month” in San Joaquin County.  Jeannette Artiaga, Sexual Assault Program Specialist with the Women’s Center of San Joaquin County, received the proclamation and addressed the Board.  Kathy Morrisey and Lindy Turner also addressed the Board.

On behalf of the Board, Chairman Gutierrez presented Supervisor Mow with a plaque recognizing him as the recipient of the Citizen of the Year by the Chinese Cultural Society.   Supervisor Mow thanked the Board for this honor,

3.                  hsa - Authorization to Submit a Retired and Senior Volunteer Program Grant Application for Fiscal year 2005-06.  B-05-435

10.              cdd - Adopt the Resolution Ordering the Commencement of Countywide Weed Abatement for 2005; Declare the List of Parcels Submitted with Weeds as Noxious and Dangerous; Set the Public Hearing to Protest for May 24, 2005 at 9:15 a.m.; Designate the Fire Warden as the Officer to Give Notice to Destroy Weeds Including the Public Right of  Way; and Enter into the Agreement with R and R Custom Farming for Weed Abatement Services for 2005 with a One Year Renewal Option.  A-05-238 &      R-05-215

Chairman Gutierrez brought up the matter of meet and confer.  Director of Labor Relations Wayne Heine addressed the Board on this matter.

DISCUSSION - HEALTH & HUMAN SERVICES

1.                  bhs - Approval of Substance Abuse Services Mitigation Plan.  Bruce Hopperstad, Director of Behavioral Health Services, addressed the Board on this matter.  Director of Health Care Services Director Ken Cohen gave an oral presentation on this matter.  Lily Cervantes of Local SEIU 790, Vivian Doniego, Maria Gomez, Ramona Salcedo, Nancy Stiles, Denise Rankin, Ernest Vasti. M.D., Mental Health Board Chairman Cary Martin, Sheila Wallace, Terry Darter, Da Her, and George Hernandez.  Approved Staff Recommendations.  Report to come back to the Board on May 17, 2005.  Mow/Sieglock/5   B-05-448
