Chairman Gutierrez thanked Board Members, administration, employees and friends for their expressions of kindness extended to him and his family in the recent passing of his mother.  He also thanked the Board for moving the April 5, 2005 Board Meeting expeditiously in order for them and other staff to attend the funeral services.

PRESENTATIONS

     9:00 a.m. - bos - Proclamation Proclaiming April 2005 as "National Donate Life Month" in San Joaquin County.  Ken Cohen, Director of Health Care Services, received the proclamation and addressed the Board.

9:00 a.m. - bos - Proclamation Proclaiming April 17, 2005 as "Earth Day" in San Joaquin County.  Tom Flinn, Director of Public Works, addressed the Board on this matter.  Mr. Flinn introduced Dan Schroeder, President of the Greater Stockton Chamber of Commerce, who received the proclamation and addressed the Board.  Allison Hudson, Management Analysts III, of Solid Waste Division, also addressed the Board.

     9:00 a.m. - bos - Presentation of Resolution for the New Lathrop Branch Library.  Patty Wong, Interim Director of Library Services, received the resolution and addressed the Board.  She also introduced Jane Cook, Library Division Manager, and Diane Bills, Manteca Branch Supervising Librarian. 

    9:00 a.m. - bos - Presentation of Proclamation for “2005 One Book, One San Joaquin Program.”  Patty Wong, Interim Director of Library Services, received the proclamation and addressed the Board.

Consent Item:               #2 – Ken Cohen, Director of Health Care Services, responded to questions from Chairman Gutierrez regarding the agreement.

Consent Item:               #12 – Supervisor Sieglock thanked staff, Facilities Management Director  Craig Ogata, Human Services Agency Director Joe Chelli, Director of Employment & Community Services Judith Jones, Lodi Community Center Director Dale Ludwig and Phil and Carol Mueller.  On the request of Supervisor Sieglock, Mr. Ludwig gave the Board a status report.  Chairman Gutierrez commented on the importance of community centers.  Mr. Chelli thanked the Board for their commitment and investment.  ToCan Nguyen addressed the Board on this matter.

In response to Supervisor Sieglock’s request regarding individuals speaking before the Board, Chairman Gutierrez stated that the matter would be on discussion for a future Board Meeting.

DISCUSSION - HEALTH & HUMAN SERVICES

1.                  hcs - Approval of Purchase of the California Street Family Medical Center Building from Behavioral Health Services by San Joaquin General Hospital. Ken Cohen, Director of Health Care Services, and County Administrator Manuel Lopez addressed the Board regarding this matter.  Approved.  Sieglock/Marenco/5  B-05-420

DISCUSSION - GENERAL GOVERNMENT

1.                cao - Briefing by the San Joaquin Partnership on Base Realignment and Closure Process.  Fred M. Greene, Consultant for Base Realignment and Closure, San Joaquin Partnership, distributed packets and gave a presentation to the Board.

                  

 

COMMUNICATIONS

PUBLIC COMMENT

Reverend Bob Hailey addressed the Board regarding the Head Start Program, the Mondez Denmon case, the Public Defender’s Office and the Sheriff’s Department.  Reverend Hailey also inquired as to whether or not “Public Comment” could be moved to the beginning of the Board Meetings so individuals would not have to wait until all agenda items were discussed.

 ToCan Nguyen addressed the Board regarding various matters.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Mow brought to the attention of the Board a newspaper article that appeared in the April 5, 2005 issue of The Record regarding a comparison of public health statistics from California’s 58 counties that put San Joaquin County near the bottom. 

Chairman Gutierrez informed the Board that on May 25, 2005, from 12:00 p.m. to 8:00 a.m. a count for the homeless will be conducted by volunteers throughout the county.

OFF AGENDA ITEM

The Board voted to add an item to the agenda regarding salary compensation for the newly appointed Public Defender and the District Attorney.  Approved.  Mow/Sieglock/5  B-05-424

The Board voted to make the corrected adjustments regarding the salaries of the Public Defender and the District Attorney effective Monday, April 4, 2005.  Approved.  Mow/Sieglock/5  B-05-425
