PRESENT: SUPERVISORS ORNELLAS, MOW, SIEGLOCK, MARENCO, GUTIERREZ
Discussion of, and
possible action regarding operation and funding of Federal Head Start Program
in San Joaquin County.
Supervisor Sieglock made a motion that an
emergency exists for the Board of Supervisors to meet because of the funding
structure, and that the County will lose funding that will severely impair
public health. Supervisor Mow second

County Administrator Manuel Lopez read into the
record the Board Letter.
Mr. Frank Fuentes, Deputy Commissioner, Office
of Human Development Service of the Federal Department of Health and Human
Services, Washington, D.C., addressed the Board and answered questions from
Board Members and County Counsel regarding this matter. Other officials from the Department of
Health and Human Services that were in attendance included John Codington,
Deputy Regional Administrator, Administration for Children & Families
(ACF), and Jan Len, Director, Children, Youth and Development Unit,
Administration for Children & Families (ACF).
Mr. Lily Cervantes of SEIU thanked Board Members
for taking immediate action with regard to this matter.
Emergency Meeting – March 4, 2005
Supervisor Mow made a motion to:
(1) Authorize
the expenditure of funds from the Reserve for Contingencies to continue the
Head Start Program in San Joaquin County, and;
(2) Authorize
the transfer of up to $2 million from the Reserve for Contingencies for costs
incurred to support the Head Start Program between January 31, 2005 and March
28, 2005; and;
(3) Approve
the reimbursement of the Reserve for Contingency account for expenditures
incurred in this action, upon receipt of funds from the Department of Health
and Human Services Administration for Children and Families.

Chairman Gutierrez thanked Secretary of Health
and Human Services, Commissioner Fuentes and other ACF officials, County staff,
the offices of Congressmen Pombo and Cardoza, and Senator Boxer.
County Administrator Manuel Lopez stated that
this item is scheduled to be on the agenda of the Board of Supervisors meeting
on March 8, 2005.
