Consent Items:  #1–3; 5–7, 9 & 10 - Approved.  Sieglock/Marenco/5

Consent Item:               #4  -  Supervisor Sieglock thanked staff and referred to a ‘Letter to the Editor” in today’s Lodi News Sentinel regarding Live Oak Road.  Public Works Director Tom Flinn addressed the Board on this matter.  Approved.  Sieglock/Ornellas/5

Consent Item:               #8 -   Board Members brought up several issues and expressed concerns on this item.  County Counsel Terrence Dermody stated that the only issue before the Board on this date was the annexation agreement.  County Administrator Manuel Lopez also responded to concerns expressed by Board Members.  Attorney Mike Hakeem and Susan Burns-Cochran, City Attorney for the City of Lathrop, addressed the Board on this matter.  Approved.  Ornellas/Sieglock/Gutierrez-Ayes; Mow/Marenco-No; 3/2

PRESENTATION

9:00 a.m. -       bos - Proclamation Proclaiming March 2005 as “Social Worker Appreciation Month” in San Joaquin County.  Dave Erb, Deputy Director of the Children & Adult Services, Human Services Agency, addressed the Board and received the proclamation.

 

DISCUSSION - HEALTH & HUMAN SERVICES

1.                  cao - Oral Presentation of Children and Families Commission (First 5 San Joaquin) 2003-04 Report to the Community.  Children and Families Commission Members Sue de Polo, Dr. John Fuji and Dr. Gary Dei Rossi, Lani Schiff-Ross, Program Coordinator of First 5 San Joaquin, Kimberly Garca, Scott Webb, and ToCan Nguyen addressed the Board on this matter.  Accepted Report.  Sieglock/Marenco/5   B-05-260

2.                  mhs - Acceptance of Status Report - Public Guardian/Conservator's Office.  Kenneth Cohen, Director of Health Care Services, Public Conservator Scarlet Hughes, Cary Martin and ToCan Nguyen addressed the Board on this matter.  Accepted Report.  Sieglock/Ornellas/5   B-05-261

DISCUSSION - GENERAL GOVERNMENT

1.                  cao - 2004-05 Midyear Budget Report & Preliminary Review of 2005-06 State Budget Impacts.  County Administrator Manuel Lopez, Assistant County Administrator Rosa Lee, Human Services Agency Director Joe Chelli, Angel Picon and ToCan Nguyen addressed the Board on this matter.  Accepted Report and Recommendations.  Sieglock/Mow/5  B-05-262

COMMUNICATIONS

bos -    Received and Referred all Board Communications this date as Outlined on the Communications Distribution Listing.  Sieglock/Mow/5  B-05-263

PUBLIC COMMENT

Vincent Contino, Reverend Bob Hailey, Betty Sconyers and Angel Picon addressed the Board regarding a wage increase for Home Care Workers.

 

James Young addressed the Board regarding speeding of automobiles on the street where he resides.

 

Reverend Bob Hailey addressed the Board and recommended that an audit be conducted of Head Start.  He also stated that employees of Head Start should be allowed to come before the Board to address the problems they experienced while working at Head Start.

 

ToCan Nguyen addressed the Board on various matters.

 

 

 

 

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Sieglock expressed that he would like to see a management and financial audit of Head Start. 

Supervisor Sieglock suggested that instead of staff waiting around for a particular Board item to be discussed, that arrangements be made available to them so that they could conduct other business regarding their departments such as making telephone calls, etc.  County Administrator Manuel Lopez stated that he would look into the matter.  Supervisor Mow stated that he has offered his office.
