A) Children's Services Coordinating Commission - 1 Position.  Clerk of the Board to Readvertise.

B) Collegeville Fire Protection District - 1 Position.  Clerk of the Board to Readvertise.

C) Commission on Aging - 1 Position.  Clerk of the Board to Readvertise and to Request Kay Corsun to complete the application and return it to the Clerk of the Board.   Sieglock/Mow/5

PRESENTATIONS

9:00 a.m. -       bos - Proclamation Proclaiming the Month of February 2005 as "Black History Month" in San Joaquin County.  Larry Baker, Member of the Black History Planning Committee, accepted proclamation and addressed the Board on this matter.

9:00 a.m. -       bos - Proclamation Proclaiming the Month of February 2005 as "American Heart Month" and February 4, 2005 as "Wear Red for Woman Day" in San Joaquin County.  Annette Cain-Rhimes, President, American Heart Association Board of Directors accepted proclamation and addressed the Board on this matter

DISCUSSION - GENERAL GOVERNMENT

1.                  cao - Status of Annexation Agreements.  County Administrator Manuel Lopez, Attorney Mike Hakeem, ToCan Nguyen, and Ron Addington addressed the Board on this matter.  Mow/Marenco/4-1; Ornellas-No     B-05-151

2.         fac/mgmt - Public Hearing and Resolution Approving and Adopting Modification of the Fee Schedule for the Facilities Management Parks and Recreation, County of San Joaquin.   Craig Ogata, Facilities Management Director, addressed the Board on this matter.  Sieglock/Mow/5    R-05-71

Superior Court Judge Bob McNatt addressed the Board on Consent #5.

3.                  cao - Oral Report from the County Administrator and County Counsel Regarding Candidates for Appointment to Fill Vacancy of the Office of San Joaquin County Sheriff;  Possible Action to Fill Vacancy. County Counsel Terrence Dermody addressed the Board on this matter.  County Administrator Manuel Lopez provided the Board Members with the short list of the following names for consideration as Sheriff-Coroner:  Bob Heidelbach, Stan Hein, Tom Sawyer, and Dennis Lobenberg.  At the Board’s direction, County Administrator Manuel Lopez also provided the Board Members with the long list of candidates.  The Board voted to add more people to the short list if two or more Board Members named the same person from the long list.  (Marenco/Sieglock/5)  ToCan Nguyen addressed the Board on this matter.

10:30 a.m.  Chairman Gutierrez called for a 5-minute recess.

PUBLIC COMMENT

Sergeant John Williams, President of the Sheriff Deputy Sergeant Association, Deputy Rex Yturry,  President of the Deputy Sheriffs Association, Sergeant Gary Padula, President of the San Joaquin County Correctional Officers Association, Lieutenant  Myron Kelso, President of the San Joaquin County Law Enforcement Management Association,  and ToCan Nguyen addressed the Board regarding the appointment to fill the vacancy of the Office of the San Joaquin County Sheriff.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Ornellas commented on the appointment to fill the vacancy of the Office of the San Joaquin County Sheriff. 

Supervisor Mow informed the Board that he would be attending a CSAC meeting in Sacramento regarding pension reform.  He asked the Board to let him know if any of them had any specific issues with respect to this matter.  Supervisor Mow stated that he will keep the Board posted.

County Counsel stated that there was no need for Closed Session.
