Supervisor Ornellas recognized Public Works Director Tom Flinn as the recipient of the 2004 County Engineer of the Year award.
Consent Item: #1 – Supervisor Sieglock requested that Human Services Agency Director Joe Chelli report back with the actual savings to the Board in one year.
Consent Item: #6 – Supervisor Sieglock stated that he was
pleased that Public Works has applied for this funding as he felt there are a
number of speeding problems in the unincorporated areas. Public Works Director Tom Flinn addressed
the Board on this matter and introduced Lt. David Rouse and Lt. Tom Micone from
the California Highway Patrol.
Consent Item: #9 – Supervisor Mow requested that it would
be helpful to amend the letter to the Congressional representatives that
included the San Joaquin County/Stockton area as an identifier when addressing
the location of the facility.

Gutierrez as a point of information stated that there was a conference call
arranged for January 26 with Congressman Pombo’s Office and Supervisor Ornellas
would also be participating.
Public Works
Director Tom Flinn responded to questions from Supervisor on how long it would
take to receive the grant regarding Consent #9. Mr. Flinn stated that it would be early to mid-summer.
Chairman
Gutierrez stated that he had an opportunity to attend Fiddler on the Roof Lodi
over the weekend. Public Health
Director Bill Mitchell’s daughter was in the play and she did an excellent job.

Chairman Gutierrez asked Board Members to take note of the communication from John Treantos, Jr., Commander of the James McDermott American Legion Post in Tracy, in support of the Veterans Regional Health Care Facility. He also asked Board Members to furnish copies to the Clerk of the Board of any communications/email they receive in support of the VA Facility.
PUBLIC COMMENT
Ramiro
Reyes and Stella Hernandez addressed the Board regarding a benefit workshop and
dinner to generate funds for “Lola’s House.”
This would be a daycare type facility for Alzheimer patients.
Reverend Bob Hailey addressed the Board regarding splitting the Sheriff-Coroner, the jury selection process, and the lack of minority attorneys in the Public Defender’s Office.
Chairman
Gutierrez introduced students Kimberly Hester, Victoria, Cheyenne Dolrymple and
Tiffany Field who addressed the Board regarding Use Permit #UP-00-0007
scheduled at 1:30 p.m. for public hearing before the Board on this date.
Rhonda Buckingham
of Manteca addressed the Board regarding an incident in which her son was
beaten by a gang from Modesto.
Supervisor Sieglock advised Ms. Buckingham to contact Manteca Mayor
Willie Weatherford who was the former Manteca Chief of Police.
ToCan Nguyen
addressed the Board on various matters.
Ramiro Reyes
informed Board Members where they could write or call if they were interested
in assisting in the benefit workshop and dinner. Chairman Gutierrez stated that he would share that information
with the Department of Aging and Commission on Aging.
BOARD OF SUPERVISORS QUESTIONS AND COMMENTS
County Counsel Terry Dermody responded to Supervisor Ornellas’ question regarding making the position of Sheriff a non-elected position. Mr. Dermody explained that it is constitutionally impermissible presently to have an appointed Assessor, Sheriff or District Attorney.
In response to
Supervisor Mow, County Counsel Terry Dermody stated that he and the County
Administrator would be reporting back to the Board on Tuesday, February 1,
regarding the appointment to fill the vacancy of the Office of San Joaquin
County Sheriff.
Chairman
Gutierrez suggested a matter regarding the Ag Land Mitigation Fee. He stated that he would like Board Members
to entertain the idea of the Chair’s formation of an Ad Hoc Committee and
recommended Supervisor Sieglock to chair this committee. Supervisor Mow recommended that this matter
be placed on a future agenda for open discussion by the Board.
