PRESENTATION

9:00 a.m. -       bos - Proclamation Proclaiming November 2004 as "Court Adoption and Permanency Month" in San Joaquin County.  Dave Erb, Deputy Director of Children and Adult Services, Human Services Agency, addressed the Board on this matter.

Chairman Ornellas announced that due to a mistake in dates the Discussion – Flood Control Agenda Item would not be discussed on this date but would be held on December 7, 2004. 

Chairman Ornellas also announced that the 9:00 a.m. Public Hearing Concerning the Establishment of Infrastructure Reimbursement Charge to the Valpico Area Waste/Water Supply Facilities (Fifth District) would be held on November 30, 2004.

Consent Items:  #1, 2, 3, 12, 18, 20, 21 & 22 - Pulled for discussion.

Consent Item:               #1, 2 & 3 – Supervisor Gutierrez and Marenco expressed their concerns regarding this matter.  Supervisor Gutierrez requested that this item be postponed for two weeks until a formal response is received from  Community Medical Centers regarding the submission of billings.  Supervisor Mow stated that a month ago he had requested a report from staff on the high infant mortality death rate issue in the 95202 Zip Code area and that he did receive a response. Lani Schiff-Ross, Program Coordinator of First 5 San Joaquin responded to Supervisor Mow’s concerns on coordinated efforts with other programs to resolve this issue. Supervisor Sieglock stated that he is not convinced that these programs are working and/or making progress.  He further stated that if these programs are not working then perhaps the monies could be used in other areas. Supervisor Mow added that statistically it does not show that we are making progress.  He is looking for solutions to bring this mortality rate down.  Item #1 Postponed to November 23, 2004.  

Consent Item:               #12 – Tom Flinn, Public Works Department Director, responded to Supervisor Gutierrez’s questions regarding posting signs at public works project sites(s) regarding the beginning and ending dates of said projects. 

Consent Item:               #18 – County Administrator Manuel Lopez responded to Supervisor Gutierrez regarding the Sheriff’s Inmate Welfare Trust Fund.  A report is to be presented to the Board by the Kemper CPA Group in March of 2005.

Consent Item:               #20 – Clark Bennett, Director of Information Systems Department, responded to Supervisor Gutierrez’s questions regarding outsourcing, the lack of in-house expertise and future phases.

Consent Item:               #21 – County Administrator Manuel Lopez responded to Supervisor Gutierrez’s question asking whether or not there was a county policy regarding the county paying for certification of an employee when it is a condition of  the employee’s job.

Consent Item:               #22 – Craig Ogata, Director of Facilities Management, responded to  questions from Supervisors Mow and Gutierrez regarding the Lease Agreement with the San Joaquin County Health Commission for Health Plan and the VA Clinic.

Consent Item:               #8 – Cary Martin stated that he was not aware of the agreements in Consent Item #8.  He extended an invitation to the Board members to attend the Mental Health Commission meeting the following evening.     

Consent Item:               #23 – Chairman Ornellas called Carrie Brown to the podium.  However, was not present. Terry Dermody, County Counsel, stated that requested that the letter from Richard S. Calone be included in the record.

Betty Sconyers addressed the Board regarding the home care wage increase approved by the State for the 2004-05 budget year.

 

Angel Picon addressed the Board regarding the home care program and extra funding from the State for the 2004-05 budget year.

 

Vincent Contino addressed the Board regarding the San Joaquin Regional Transient District        Dial-a-Ride Service. 

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez requested a report from the Mental Health Department regarding       Proposition 63 which recently passed in the November General Election.
