PRESENTATIONS

9:00 a.m. - bos - Recognition of Carol Green-Lingbaoan, Keynote Speaker at the 7th Annual Diversity Luncheon Held on September 23, 2004.  Supervisor Gutierrez presented a plaque to Carol Green-Lingbaoan and thanked her.

                                                SUPPLEMENTAL AGENDA ITEM

9:00 a.m. - bos - Oral Presentation by Carol Ornellas Regarding Homeownership Fair.              Carol Ornellas discussed the Homeownership Fair to be held at the Stockton Memorial Auditiorium on Saturday, October 30, 2004 and presented information of the event to the Board.

                                                            Supervisor Mow explained that he pulled Consent Item #1 as it related to Consent Items #5 & #6 that were postponed from the 10/12/04 Board Meeting. County Administrator Manuel Lopez and Ken Cohen, Interim Health Care Services Director, responded to Supervisor Mow regarding identifying indirect costs and developing a countywide standard.  Lani Schiff-Ross, Program Coordinator of First 5 San Joaquin also addressed the Board on this matter and clarified information for Supervisors Gutierrez and Mow.  Approved.  Mow/Gutierrez/4; Marenco/Absent

Consent Item:                                       #4 – Ken Cohen, Interim Health Care Services Director, responded to Supervisor Sieglock’s question regarding the language in the proposed ordinance. In response to Chairman Ornellas, County Counsel and Risk Management have reviewed and have no problems with the changes.

                                                            Michael Parker addressed the Board on this matter.

  1. pw - Endorsement of Solid Waste Fee Concepts. (Contd from 9/28/04)  Tom Flinn, Director, Public Works Department, and Steve Winkler, Deputy Director, Public Works Department, Attorney Mike Hakeem, Tom Bruen, Special Counsel for Forward Inc.,  Michael McGrew of Neumiller & Beardslee, Mike Repetto, of Delta Disposal,  addressed the Board on this matter.  Continued to November 30, 2004.  Directed staff to work with affected stakeholders to explore partnership possibilities related to mitigating solid waste transport and landfill operation impacts; obtain Legal Counsel’s opinion on the legality of imposing various proposed solid waste fees; and provide details of how proposed fee revenues are to be expended.  Sieglock/Gutierrez/4; Marenco/Absent.  B-04-1088

PUBLIC COMMENT

Vincent Contino of Alameda Transit Union addressed the Board opposing the San Joaquin Regional Transit District Board contracting out dial-a-ride service to the disabled. 

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Chairman Ornellas commented on an email he received on October 5, 2004 regarding UPS agreeing to purchase Menlo at the Stockton Airport and asked the County Administrator if he has heard from the Airport Manager on this matter.

Supervisor Gutierrez requested that the County Administrator look into the matter of the usage of airport hangars at the airport.
