PRESENTATIONS

9:00 a.m. -       bos - Proclamation Proclaiming the Week of September 19-25 as "National Rehabilitation Awareness Celebration Week” in San Joaquin County.  Jane Vink, Rehabilitation Coordinator at San Joaquin General Hospital, addressed the Board on this matter.  She also introduced other employees from the Physical, Medicine & Rehabilitation Department at SJGH.  They were Marianne Hernandez, Registered Nurse; Rachel Torres, Manager of Speech & Audiology; Michael Castillo, Physical Therapist; Sally Bella, Speech Therapist; January Legris, Occupational Therapist; Michele Hulstrom, Speech Therapist, Marcus Pitcock, Rehabilitation Therapist; and Dr. Junlong Ren, the Medical Director of Physical, Medicine & Rehabilitation.

9:00 a.m. -       bos - Proclamation Proclaiming September 18, 2004 as “California Coastal Cleanup Day” and September 20-26, 2004 as “National Pollution Prevention Week” in San Joaquin County.  Public Works Director Tom Flinn addressed the Board on this matter.  He also introduced Pa Her, a student of Edison High School, and Margaret Salazar-Huerte, Vice-Principal of Edison High School, who received Certificates of Recognition from the Board for their support of California Coastal Cleanup activities in San Joaquin County. 

9:00 a.m. -       Proclamation Proclaiming September 17-23, 2004 as “Constitution Week” in San Joaquin County.  Rebecca O’Ferrall, Chairman of Constitution Week, Daughters of the American Revolution, addressed the Board on this matter.  She also introduced from the local chapter Iris Samuel and Rebecca McKenzie.

9:00 a.m. -       cao - Oral Presentation by Andy Prokop Regarding 2004-05 United Way Campaign.  Mr. Prokop addressed the Board and presented County employee Evelyn Asia with a Certificate of Recognition for her efforts in last year’s United Way campaign.

Consent Item:               #25 – County Counsel Terry Dermody pointed out that there was a supplement to the report on the tax rate areas.  The Stanislaus County Auditor notified the San Joaquin County’s Auditor-Controller that two elements needed to be added to the tax bills for those areas that are taxed by Stanislaus County – Valley Home Joint School and Oakdale Joint Unified School.

Consent Item:               #12  - Supervisor Gutierrez stated that he would not support this item with the amended change.  He requested that the Board receive a report from Mental Health that would include what is going to be implemented, when it is going to be finalized, and who is going to monitor it, and at what intervals.  Supervisor Marenco concurred with Supervisor Gutierrez’s remarks and added that he, too, was not going to support this item.  In response to Supervisor Sieglock, Ken Cohen, Interim Director of Health Care Services, clarified the matter of the mold issues at 322 N. California Street and at another building that subsequently developed mold at the Family Ties site.  Supervisor Sieglock requested that this matter be brought back to the Board the following week.   Mr. Cohen said that they are beginning to address long-

standing issues at OSA right away.  He stated that he would be coming back to the Board in approximately three weeks with an organizational structure plan and that he did not have an issue with quarterly reports, and that he would be coming back to the Board with a modified response to the Grand Jury Report. 

Terry Villanueva addressed the Board regarding the uncollected bills for the Drinking Driver Program and other matters regarding OSA. 

Supervisor Gutierrez requested copies of all policies as they are developed in relation to the Grand Jury Report.  Mr. Cohen indicated that there would be no problem as the policies would be public record.

ToCan Nguyen addressed the Board on this matter.

Greg Martinez addressed the Board and stated that each county program of OSA is licensed by the State Department of Alcohol and Drug Program.  He explained that their job is to provide technical assistance to bring programs in compliance.  Additionally, they have an oversight committee that licenses and certifies programs.  Mr. Martinez suggested that this independent panel is one option that the county could utilize to look into program compliance.

Supervisor Sieglock thanked Mr. Martinez for his remarks and pointed out  that there was an independent consultant that was hired by the County Administrator.  The independent consultant’s report did say that the programs at OSA ran very well and were very effective.  It pointed out some issues regarding management, however, basically the programs were effective in taking care of people and were the best in the state.

Interim Health Care Services Director stated there are difficulties at OSA, however, it should not be used as condemnation of all OSA employees.  He commented that there are longstanding issues, wide spread in areas, and they are not going to be fixed overnight.  Mr. Cohen added that we need a good management structure in place, good leadership, a plan, and ongoing progress in the plan that is adopted.

Stephanie Batey, SEIU 790 Representative, presented a check in the amount of $500 to the County for the upcoming EEO Diversity Luncheon on Thursday, September 23, 2004.
