APPROVED CONSENT ITEMS # 1-20.

Consent Item:               #2 – Supervisor Ornellas requested that this matter be continued to a future agenda date in order to allow him time to meet with Donna Heran, Director of Environmental Health, regarding concerns he had on this item.  Continued to a future Agenda date.

Consent Item:               #15 – Employment & Economic Development Department Executive Director John Solis and Fran Aguilera, Employment & Economic Development Director, responded to concerns of Board Members regarding loaning California dollars for a Nevada Corporation, whether or not the corporation pays taxes in California, the reason the corporation is not doing business in Nevada, whether or not similar revolving fund loans have been made, the job benefits and the company’s financial impact in San Joaquin County.   Mr. John Krieger, Business Manager for the Revolving Loan Fund, also addressed the Board on this matter.  Staff Recommendation Failed – Did not Pass.  Mow/Ornellas/2  Sieglock, Gutierrez, Marenco – Voted “No”.

Consent Item:               #17 – County Administrator Manuel Lopez clarified the conditions of the agreement in response to Supervisor Marenco’s concerns.  The agreement will go to the City prior to coming back to the Board for approval.   Facilities Manager Craig Ogata responded to questions from Supervisor Gutierrez regarding county owned vehicles in the county-owned structure south of the Canlis Building and that the county would not be paying the City of Stockton.   Approved.  Mow/Gutierrez/5

ToCan Nguyen addressed the Board on various matters.

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Gutierrez requested that the County Administrator provide more information regarding the Revolving Loan Fund to the Board, i.e., the objectives of the Revolving Loan Fund, are there any other issues that need to be brought to the attention of the Board, how many jobs have been brought to San Joaquin County as a result of the Revolving Loan Fund, and how many one-person companies have received loans.  Supervisor Marenco requested that the information provided to the Board include the origin of the sources of the funding for the Revolving Loan Fund.  Chairman Ornellas commented that if the gentleman borrowing the funds is on the verge of being unemployed, then why is he a Nevada corporation?

Supervisor Mow congratulated the City of Tracy and its citizens for a successful Dry Bean Festival recently held in Tracy.
