PRESENTATIONS

      9:00 a.m. - bos - Commendation Recognizing George L. Ortiz, Retiring as President of the California Human Development Corporation.  Maria Rosada accepted the commendation on behalf of Mr. Ortiz.

 

APPROVE CONSENT ITEMS # 1-24

Consent Items:  #1, 2, & 3, 9, 11, 13, 14 and 15 - Pulled for discussion.

Consent Item:               #1 – Bruce Hopperstad, Director of Mental Health responded to Supervisor Gutierrez’s as to whether or not something could be done in-house to save a position.

Consent Item:               #2 –Bill Mitchell, Director of Public Health addressed the Board regarding their concerns of approving this item prior to receiving funding for the program.  County Administrator Manuel Lopez also addressed the Board on this matter.   

Consent Item:               #3 – Supervisor Mow requested that Interim Health Care Services Director Ken Cohen be involved in the reviewing and design process of this matter. 

Consent Item:               #9 – Pulled for discussion by Supervisor Gutierrez.  This item was postponed    until after the 2004-2005 budget is approved.

Consent Item:               #11 – County Administrator Manuel Lopez and Assistant Sheriff John Drummond addressed the Board’s concerns regarding this matter.

Consent Item:               #13 –Airport Director Barry Rondinella responded to Supervisor Gutierrez’s questions as to whether these deviations in terms of line items.

Consent Item:               #14 – Ag Commissioner Scott Hudson responded to questions  by Supervisors Mow and Sieglock regarding the trust fund expenditure.

Consent Item:               #15 – Ag Commissioner Scott Hudson and Community Development Director Kerry Sullivan responded  to questions from Supervisors Mow and Gutierrez and Chairman Ornellas reaffirming that normal farming operations will not be a nuisance and if this affected fruit stands.

DISCUSSION - HEALTH & HUMAN SERVICES

1.                  ems - Resolution Setting Maximum Ambulance Rates. (Contd from 5/18/04)  Elaine Hatch, Director of Emergency Medical Services, and David Hafey, Stockton Fire Department, Brad White, Vice President of Operations for the Medical Response, Dana Soloman, Chief Executive Officer for Manteca Fire Services, ToCan Nguyen, and Michael Parker, President and Chief Operations Officer, of Priority One Medical Transport, Inc., addressed the Board on this matter.  Approved Staff Recommendation and to direct staff to create or modify the current rate system and report to the Board in January 2005.  Mow/Marenco/5          R-04-320

DISCUSSION - GENERAL GOVERNMENT

1.         rov - Oral Report on the Status of the County’s Electronic Voting System.  Debby Hench, Registrar of Voters, addressed the Board on this matter. Accepted Oral Report No Action Taken.

PUBLIC COMMENT

ToCan Nguyen addressed the Board on various matters.

 

Margo Praus, Employee of the Intensive Care Nursery, addressed the Board regarding the cuts that have affected patient care and do not meet the ratios.

 

Reverend Bob Haley addressed the Board on various matters.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Marenco, had some concerns in regards to the City of Stockton and their General Plan. He called for the Board to request an EIR.

Supervisor Gutierrez would like requested the County Administrator for a report on the positions at the hospital.  He also asked the other Board members for any extra San Joaquin Fair tickets that they might have to distribute to all of the community centers.

Supervisor Mow, congratulated the City of Stockton for the “All American City Award”.
