     9:00 a.m. - bos - Proclamation Designating April 4-10, 2004 as “Public Health Week” presented to Bill Mitchell, Director of Public Health Services.   Ron Baldwin, Director of Office of Emergency Services and Patricia Hawkins of the Coalition for United Families for South Stockton, were also recognized.

     9:00 a.m. - bos - Proclamation Designating April 2004 as “Sexual Assault Awareness Month.” Presented to Maria DeSilva of the Women’s Center.

9:00 a.m. - bos - Proclamation Designating April 2004 as “Child Abuse Prevention Month.” Presented to Dave Erb, Deputy Director, Children Services, Human Services Agency.

                                    Department, addressed the Board on this matter.  Supervisors Mow and

Sieglock suggested that this matter be postponed until a new Community

                                    Development Director is appointed.  Continued for 30 days. 

 

Consent Item:               #17 – Deborah Hench, Registrar of Voters, explained that the additional

                                    attachment she distributed to Board Members was a current version of

                                    the results of the recent statewide primary election and did not change

                                    any races or results.  Supervisor Marenco commended Ms. Hench and

                                    her department for their efforts in the primary election.

1.         mhs - Approval of Mid-Year Budget Position Allocation Changes. (Contd from 3/9/04).  Bruce Hopperstead, Director of Mental Health Services, and Ken Cohen, Interim Health Care Services Director, briefed the Board on this matter. Christine Muok, Tammy Mayo, Robert E.   1. hsa - Presentation on Child Welfare Services Redesign. (Contd from 3/30/04). Joseph Chelli, Director of Human Services Agency, and Dave Drb, Deputy Director of Children Services, addressed the Board on this matter.  Mr. Chelli that that he would report back to the Board in late August regarding the County’s Self-Improvement Plan.

There were no public comments.

 

BOARD OF SUPERVISORS QUESTIONS AND COMMENTS

Supervisor Sieglock brought up the matter of an item on the March 30, 2004 Board Meeting agenda regarding the matter of the Annexation Agreement with the City of Stockton for Seabreeze II that had been postponed to April 20, 2004.  He requested that this item be brought back to the Board on April 13, 2004 and Chairman Ornellas directed  the County Administrator to place this matter on the April 13, 2004 agenda.

Supervisor Marenco inquired about sewer issues related to annexation that he had previously brought to the attention of the Board and asked when this matter would be placed on an upcoming agenda.  County Counsel Terrence Dermody responded that it would be on the April 13, 2004 agenda.

The Board went into closed session at 1:05 p.m. and recessed until the afternoon at which time they held interviews for the position of Community Development Director.
