Retiring Assistant Sheriff Bruce Agnew was recognized for his 32 years of service with the San Joaquin County Sheriff’s Department.
PRESENTATIONS

- Presentation on "Select San Joaquin," a Program to Promote Locally
Grown Produce. Scott Hudson,
Agricultural Commissioner, addressed the Board on this matter. Supervisor Gutierrez commended everyone
involved in this program.

Consent Items: #1, 3, 5, 17, 18, 19, 21, 22 & 23 - Pulled for discussion.
Consent Item: #1 – Board Members requested that more information in
response to their questions be brought back to the Board, and to include copies of the contract. Loni Schoff-Rosss, Program Coordinator of
First 5 San Joaquin, indicated that she would report back to the Board in a
couple of weeks. ToCan Nguyen,
addressed the Board on this matter. Continued
to a future date.
Consent Item: #3 – Supervisor Mow recalled that this matter had been previously pulled by the Board because there had been questions regarding whether or not this was the best approach in addressing some of the operations at the hospital. Ken Cohen, Interim Director of Health Care Services, responded to questions. from Supervisors Mow, Marenco and Gutierrez regarding the contracts.
Consent Item:
#5 – Supervisor Gutierrez requested that this item be brought back to the Board
in one week so that he can review historical and any performance evaluations on
the new physicians. Ken Cohen,
Interim Director of Health Care Services, and ToCan Nguyen addressed the Board
on this matter. Continued to April
6, 2004.
Consent Item: #17 – Pulled for discussion by Chairman Ornellas. Tom Flinn, Public Works Director, gave a
report on this matter. Jonnie
Dimotakis of Manteca and owner of the agricultural property located in the
county that would be affected by this matter addressed the Board. She requested that this item be postponed
for one month as the item had not been properly and timely noticed, that the
postponement would be in the public interest, and that the postponement would
allow them to submit a counter proposal.
Dave Vickers, City of Manteca Public Works Department, updated the Board
on events regarding this item. Mr.
Vickers requested that the information provided to the City of Manteca and
County should be received prior to the continued date. He stated that the information provided
should be a reasonably drawn engineering plan with the operational data that
shows that the intersection will operate at an expected reasonable level of
service in accordance with the City of Manteca General Plan. Any counter offer would be accepted for review by the City of
Manteca. Manteca City Manager Bob Adam
also addressed the Board to emphasize the safety issue. Continued to May 4, 2004 at 9:00

Consent Item: #18 – Manuel Lopez, County Administrator, responded to concerns and questions from Board Members regarding the penalty fine imposed on the county. Mow/Marenco/2 No/Gutierrez/Ornellas/Sieglock Motion Failed - 4/5th’s Vote Required to Pass.

Consent Item: #19 & 22 – Supervisor Marenco, stated that he did not question the requested positions. However, he indicated the Board previously ruled to have a freeze on any new hiring and yet the Board was now being asked to authorize positions at this time. County Administrator Manuel Lopez explained that there would be exceptions, and he assured the Board that any requests were carefully being looked at by his office to determine as to whether or not the requested positions were crucial to a department’s operation. ToCan Nguyen commented on this item.

to concerns and questions from Board Members.
The matter was postponed to April 20, 2004 by the Board. Edward Martel, Fire Chief of the Montezuma
Fire District, Trevor Smith, Project Developer for Seabreeze II, and John

Supervisor Marenco commented on a recent news
article in The Record regarding the issue of affordable housing in Mountain
House.
Supervisor Gutierrez suggested that after
consent items have been pulled by Board Members for discussion, that the Board
proceed to vote on the remainder consent items. This procedure would allow staff or other individuals to leave
and/or to return to work without sitting through all of the discussion.
